- Challenges to energy security in the European UnionPublication . Alexandre, António GonçalvesEven though the European Commission wishes to maintain a trajectory that allows a sustained energy transition to so-called clean energies, the fact is that the European Union’s energy mix still includes fossil fuels. However, to break free from dependence on Russia, it becomes necessary to diversify energy imports. It is under these circumstances that the producing regions of the Gulf of Guinea and the Mediterranean Basin gain increased prominence. Using a constructivist ontological approach and an interpretivist epistemological framework, this article seeks, through a qualitative research strategy, inductive reasoning, and a case study research design, to answer the following starting question: How can the European Union overcome the current challenges to its energy security? The data collection and processing method focused primarily on the observation of documentary sources and their subsequent analysis. The conclusions show that access to energy resources from the Gulf of Guinea and the Mediterranean basin is essential for the European Union to become independent from fossil fuel imports from Russia and, thereby, achieve its energy security.
- O combate à pirataria marítima no Golfo da Guiné: aplicação de medidas implementadas no Corno de ÁfricaPublication . Alexandre, António GonçalvesA pirataria marítima ganhou relevância nos últimos anos do século passado em diferentes regiões do globo. O século XXI assistiu a um recrudescimento do fenómeno no Corno de África, guindando-o à posição de principal hotspot entre 2008 e 2011, com cerca de 75% dos incidentes registados globalmente. O empenhamento do instrumento militar em operações de segurança marítima permitiu controlar a pirataria naquela região a partir de 2013. Em 2014 não foi concretizado qualquer ataque e assistiu-se, depois disso, à estabilização do fenómeno em níveis residuais. Nos anos mais recentes, o Golfo da Guiné tem vindo a assumir-se como um dos mais relevantes (e perigosos) hotspots da pirataria mundial. Todavia, a resposta da comunidade internacional tem ficado aquém do que seria expectável (e desejável). Os resultados mostram que o fenómeno está longe de ficar controlado. O presente estudo avalia, a partir da utilização do método prospetivo Delphi, se (e de que forma) pode o modelo de emprego do instrumento militar na região do Corno de África no combate à pirataria marítima ser aplicado no Golfo da Guiné. As conclusões evidenciam que algumas das medidas implementadas no Corno de África podem, de facto, ter aplicação no Golfo da Guiné.
- The influence of human security on the security of maritime spaces : the case of the South AtlanticPublication . Alexandre, António GonçalvesKenneth Waltz claimed at the end of the 1970s that, given the anarchic order in force, security was the ultimate goal of states and that they could only pursue other targets when their survival was assured. However, at the end of the Cold War, there was an opening up in the way security was interpreted. Barry Buzan, Ole Wæver and Jaap de Wilde were among the leading theorists who questioned the primacy of the state in conceptualising security. And the fact is that its extension to fields beyond the military-political has led to concepts such as human security and maritimesecurity emerging in the lexicon of international relations. Following a qualitative research strategy and inductive reasoning, this article analyses illegal, unreported and unregulated fishing in the South Atlantic on the basis of a case study, since its growth over the last century has elevated it to the status of one of the most significant threats to the security and well-being of the region's populations. The conclusions show that the growing scarcity of fish stocks can undermine the human security of populations, leading them to engage in illegal activities that can compromise maritime security in the South Atlantic.
- O poder militar no mar no combate à pirataria somaliPublication . Alexandre, António GonçalvesA pirataria no Corno de África no início do século XXI assumiu particular destaque ao ter colocado em causa o comércio marítimo internacional através de duas rotas globais: do Suez e do Cabo. A liberdade de navegação ficou fortemente condicionada e a vida de tripulantes foi posta em risco, o que contribuiu para a (in)segurança marítima da região. Os sequestros de navios com ajuda humanitária para as populações somalis tiveram impacto direto no seu modo de vida, privando-as de bens de primeira necessidade, pelo que afetaram a sua segurança (humana). Para combater aquela ameaça, a região assistiu à maior operação naval multilateral no pós-Guerra Fria, com forças navais de três proeminentes organizações internacionais, como a NATO, a União Europeia e o Combined Maritime Forces, a par de diversos Estados que empenharam meios de forma autónoma, em missões nacionais independentes, destacando-se a China, a Rússia, a Índia e o Japão. Pretende-se com este artigo analisar a influência do poder militar no mar na segurança marítima na região do Corno de África no corrente século. Os resultados mostram que a intervenção do poder militar no mar ocorrida a partir do final de 2008 foi decisiva no controlo do fenómeno da pirataria marítima.
- O reforço da postura marítima da Aliança Atlântica e o impacto para PortugalPublication . Barbosa, João Maurício; Alexandre, António GonçalvesResumo A NATO decidiu, em 2018, reforçar a sua postura marítima e, logo depois, em 2019, reestruturar as suas forças marítimas permanentes. Portugal, que tem contribuído significativamente ao longo dos anos com meios do seu poder militar no mar para os compromissos da Aliança Atlântica, vê-se agora confrontado com a participação em forças marítimas robustas que possam responder aos desafios do futuro. Este artigo analisa a necessidade de uma nova postura marítima da Aliança Atlântica, de que forma se manifesta e que impacto para Portugal podem ter as mudanças que se perspetivam. As conclusões mostram que as alterações significativas no ambiente geoestratégico mundial ocorridas nos últimos anos influenciaram a decisão da NATO de reforçar a sua postura marítima e que esta se consubstancia na necessidade de forças marítimas permanentes suficientemente robustas para lidarem com os atuais riscos e ameaças no domínio marítimo. Elencam, finalmente, vários desafios, mas também oportunidades, que se colocam a Portugal e que podem, se devidamente aproveitadas, contribuir para o reforço da postura marítima da Aliança Atlântica.
- The Atlantic as a space of geopolitical competition in the twenty-first centuryPublication . Alexandre, António GonçalvesThe importance of the oceans lies in their significant attributes for humankind. The resources it contains and its usefulness as a source of power and dominance are among the most relevant. At the beginning of this century, Barry Buzan and Ole Wæver looked at polarity in the post-Cold War era and identified four great powers: Russia because it had fallen from superpower status; China, the European Union (EU) and Japan on the basis that they were regularly discussed as potential adversaries of the superpower - the United States of America (USA) - and/or as potential superpowers. Using inductive reasoning and a qualitative research strategy, this article analyses, on the basis of a case study, the military positioning of China and Russia in the Atlantic basin in the 21st century. The conclusions show that both China and Russia are seeking to strengthen their military presence in the Atlantic Ocean, an area of traditional US and EU influence, due to political and economic factors, which could undermine the existing status quo and lead to an increase in geopolitical disputes between these actors.
