Abstract(s)
Este trabalho de investigação tem como objeto de estudo os Módulos de Proteção Civil
da Guarda Nacional Republicana.
O estudo visa propor medidas para otimizar o seu emprego, recursos que são nacionais
na área da proteção civil na sua dimensão externa, potenciando a cooperação entre as
organizações a nível nacional, bem como contribui para a execução da política externa de
Portugal, assumindo um compromisso num espírito de solidariedade e parceria que se
pretende atingir na União Europeia, nesta matéria.
O método de investigação seguiu um raciocínio indutivo, segundo uma estratégia de
investigação qualitativa, com recurso a entrevistas semiestruturadas e um desenho de
investigação do tipo estudo de caso.
Como principais resultados alcançados evidenciam-se medidas nas dimensões de doutrina,
organização, treino e material que poderão potenciar o contributo nacional para o Mecanismo
Europeu de Proteção Civil, fazendo-o numa perspetiva nacional e internacional.
A investigação permitiu concluir que Portugal apresenta um contributo relevante para o
Mecanismo de Proteção Civil da União Europeia pois enquadra-se nos primeiros sete
principais países contribuidores. Uma abordagem integrada e coordenada entre diferentes
organizações que desenvolvem a sua ação na área da Proteção Civil poderá resultar numa maior
eficiência na gestão dos recursos e maior eficácia no produto operacional apresentado,
constituindo-se como um precursor da sustentabilidade da ação de Portugal na resposta a
catástrofes.
This research work is focused on the Civil Protection Modules, hereinafter called Modules, of the GNR. The study aims to propose measures to optimize the use of the Modules, resources that are national in the area of civil protection in their external dimension, enhancing cooperation between organizations at national level, as well as contributing to the implementation of Portugal's foreign policy, making a commitment in a spirit of solidarity and partnership that is intended to be achieved in the European Union, in this regard. The investigation method followed an inductive reasoning, according to a qualitative research strategy and a case study-type research design. The main results achieved show measures in the dimensions of doctrine, organization, training and material that can enhance the national contribution to the European Civil Protection Mechanism, doing so from a holistic perspective. It is concluded that an integrated and coordinated approach between different organizations could result in greater efficiency in the operational product presented, with the rationalization of national resources being a precursor to the sustainability of Portugal's action in disaster response.
