Abstract(s)
A exigência estatutária para os Sargentos terem o nível 5 de qualificação, segundo as
regras do ensino superior, corresponde a uma mudança significativa de paradigma. Tendo
sido atribuída à Unidade Politécnica Militar (UPM), em instalação até 2023, a missão de
formar os Sargentos no âmbito do Ensino Superior Politécnico Militar, é objetivo deste
trabalho propor linhas de orientação para a sua consolidação, no contexto da especificidade
do Ensino Superior Militar e da legislação que lhe é aplicável. Como metodologia adotouse um raciocínio hipotético-dedutivo, segundo uma estratégia mista e o estudo de caso como
desenho de pesquisa.
Os dados recolhidos em entrevistas semiestruturadas e revisão documental,
evidenciam que o corpo docente da UPM, sendo adequado, não é estável, que a investigação
não sendo nula, é incipiente, e que não há consenso quanto à necessidade ou propósito de a
UPM ministrar licenciaturas, mesmo que a lei assim o exija. Concluiu-se ainda que para a
UPM ser acreditada deverá estabilizar o seu corpo docente, fazer investigação orientada e
ter licenciaturas na sua oferta educativa. Contudo, poderá escolher o prazo e o
enquadramento legislativo que melhor se adequam à realidade das Forças Armadas e da
Guarda Nacional Republicana e à crescente complexidade operacional.
The new legal requirement for Sergeants to have level 5 of the national qualifications framework is a fundamental shift. The Military Polytechnic Unit (MPU), which is in the edification process until 2023, is now responsible for the Sergeants’ education, within the scope of the military higher polytechnic education. Therefore, the aim of this work is to propose guidelines for its full establishment, in the context of the military higher education and the legislation applicable to it. The hypothetical-deductive reasoning was used along with a mixed research strategy and a case study was used for the research design. The data collection was based on indepth document analysis and on interviews with key entities to better understand the object researched. The research revealed the faculty body of the MPU as adequate, but not yet stable; its research process is still in its preliminary stages of development and there is no consensus as to the need or purpose for the UPM to offer a higher education first cycle, even when the law requires it. The investigation also concluded the MPU must stabilize its faculty body, conduct guided research, and offer a first cycle of higher education to be accredited. However, it has the option of choosing the timing to do so and the legislative framework that best suits the reality of the Portuguese Armed Forces, the Republican National Guard, and the growing complexity of the operational environment.
