Abstract(s)
A programação militar, o planeamento e a geração de forças, são aspetos relevantes da
edificação de capacidade e emprego da força militar pelas Forças Armadas. E, para que o
instrumento militar apoie a estratégia, necessitamos de forças capazes e disponíveis para
cumprir os objetivos políticos para o emprego da força. Bem como, de recursos
programáticos suficientes ou mesmo inovadores, para apoiar a sua capacitação e geração.
O objetivo do trabalho, consistiu em propor linhas de ação estratégicas para acelerar a
edificação de Forças Militares Terrestres, a empregar em Operações de Apoio à Paz das
Nações Unidas, que atendam às necessidades e responsabilidades de âmbito nacional e de
natureza cooperativa.
Na investigação utilizou-se um processo de raciocínio indutivo, seguindo uma
metodologia de investigação qualitativa e um desenho de estudo de caso.
Como principais resultados, identificamos a criticidade das ameaças e subsequentes
oportunidades a explorar no ambiente externo, para mitigar vulnerabilidades e relevar as
potencialidades de uma resposta nacional assertiva a necessidades decisivas das Nações
Unidas. Concluímos com uma proposta de 13 linhas de ação estratégica para acelerar a
edificação de forças militares terrestres a empregar em operações, alinhadas com os
objetivos estratégicos do Exército e do Estado-Maior-General das Forças Armadas.
The military programming, planning and force generation are relevant aspects of capacity building and of the application of military force by the Armed Forces. And, for the military instrument, to support the strategy, we need capable and available forces to fulfil the political objectives for the use of military force. Likewise, adequate programmatic resources or even innovative resources, to support their capacity building and generation. The aim of the study was to propose strategic lines of action to accelerate the edifice of Military Land Forces, to employ in United Nations Peacekeeping Operations that meet the needs and responsibilities of national cooperative nature. In the investigation, we used an inductive reasoning process, following a qualitative research methodology and a case study design. As main results, we identified the criticality of threats and subsequent opportunities to explore in the external environment, which allowed mitigating vulnerabilities and highlighting the strengths of an assertive national response to decisive United Nation’s needs, in the internal domain. We conclude with a proposal of 13 strategic lines of action to accelerate the edification of military land forces to use in peacekeeping operations, aligned with the strategic objectives of the Army and the Armed Forces General Staff.
