O presente estudo centra-se na análise da percepção e da motivação da juventude
portuguesa face à carreira militar e nas limitações que as mesmas podem, eventualmente,
colocar ao cumprimento das missões atribuídas às Forças Armadas (FFAA).
Neste contexto, o trabalho inicia-se com a caracterização da juventude portuguesa,
com o objectivo de identificar o seu conhecimento e compreender os seus comportamentos
e motivações face à carreira militar, através da interpretação do grau de conhecimento e de
informação que os jovens manifestam possuir relativamente às FFAA.
No passo seguinte procura-se abordar o Dia da Defesa Nacional enquanto primeiro
contacto da maioria dos jovens com o universo da Defesa Nacional e das FFAA, dando-se
relevo à alteração da percepção dos jovens face a estas realidades, bem como ao grau de
atractividade que tal participação lhes desperta.
No terceiro momento do estudo tem lugar a análise da problemática associada à
obtenção dos recursos humanos necessários às FFAA. Na prática, procurou-se efectuar
uma caracterização dos factores demográficos e de competição presentes no mercado de
trabalho, aspectos que condicionam sobremaneira a obtenção dos recursos humanos
necessários ao adequado cumprimento das missões que estão confiadas às FFAA.
Por último, é analisada a relação e a interacção das conclusões parciais e, de acordo
com os objectivos da investigação, apresenta-se o conjunto de conclusões que permitiram
equacionar propostas de linhas de acção.
Das conclusões alcançadas, releva-se que o impacto do actual défice de efectivos,
independentemente das razões que o sustentam, não assume dimensão que ponha em causa
o cabal cumprimento das missões atribuídas às FFAA. Todavia, tal realidade não deixa de
induzir alguns constrangimentos, cuja maior expressividade se verifica existir na Força
Aérea, uma vez que se concentra em áreas funcionais específicas e críticas em termos
operacionais. Abstract: The present research focus on the analysis of the Portuguese youth’s perception
and motivation towards the military career and the eventual restrictions they may have on
the accomplishment of the Armed Forces (FFAA) missions.
In this context, the present work starts with the characterization of the Portuguese
youth, in order to identify their knowledge and to understand their behaviour and their
motivations regarding the military career by investigating and interpreting its level of
knowledge of the FFAA.
Later on, the National Defence Day (DDN) is mentioned as being the first
institutional contact of the Portuguese juveniles in relation to both the National Defence
Day and the FFAA. This event changes the juveniles’ perception and increases their level
of interest regarding the FFAA.
An essential part of this research focus on the necessary human resources that the
FFAA requires. Aspects like the demographic and competition factors on the labour
market are therefore explored. Both these elements regulate the recruitment of the
necessary human resources and the accomplishment of the FFAA missions.
Finally, the relation and interaction of the partial conclusions are analysed.
Having in mind the goals of this research, it is presented a set of conclusions which have
lead to several action lines.
Of all the conclusions, it is important to refer that the impact of the present reduced
number of the permanent military members does not interfere with the accomplishment of
the FFAA missions. Nevertheless this situation causes some constraints, mainly in the Air
Force, since they are especially felt in specific key areas, which become critical when
dealing with operational missions.
