Abstract(s)
O Canal de Moçambique é estratégico para o desenvolvimento do país, da região e do mundo, tanto pelos seus recursos naturais, como por constituir uma das principais rotas marítimas do mundo. Contudo, pode ser fonte para a prática de atos ilícitos, constituindo desta forma uma ameaça aos interesses de Moçambique. A Marinha de Guerra de Moçambique tem responsabilidade no âmbito da defesa dos espaços marítimos nacionais, pelo que se torna relevante a realização do presente estudo no sentido de propor contributos para a segurança e desenvolvimento nacional.
Em termos metodológicos, foi utilizado um raciocínio indutivo, associado a uma estratégia de investigação qualitativa. A recolha de dados foi efetuada através do recurso a análise documental, complementada por entrevistas semiestruturadas.
A defesa dos espaços marítimos implica ter uma capacidade de monitorização, que passa pelo conhecimento situacional marítimo e capacidade de intervenção rápida através de meios, equipamentos e pessoal, de acordo com a tipologia de cada ameaça.
Atendendo às circunstâncias socioeconómicas e culturais de Moçambique afigura-se como mais adequado, em termos organizacionais e operacionais, criar e operacionalizar um sistema de autoridade marítima, liderado pela Marinha, seguindo o paradigma de duplo uso, e coordenando a sua ação com outras organizações competentes no mar.

Data collection was carried out using documental analysis, complemented by semi-structured interviews. The defense of maritime spaces implies having a monitoring capacity, which involves by Maritime Domain Awareness and the ability to intervene quickly through means, equipment and personnel, according to the type of each threat. Given the socio-economic and cultural circumstances of Mozambique, it appears to be most appropriate, in organizational and operational terms, to create and operationalize a maritime authority, led by the Navy, following the dual-use paradigm, and coordinating its action with other competent organizations at sea.
