O crime internacional grave e organizado pela sua natureza transnacional, flexibilidade, capacidade de adaptação e impacto negativo significativo na sociedade e economia, assume-se como um desafio substancial para a segurança interna, sendo o seu combate, dificultado pela sua estrutura complexa e hierárquica e pelo uso de tecnologias avançadas que evitam a sua deteção e investigação pelas autoridades policiais.
O objeto de estudo desta investigação focou-se na compreensão de como a GNR poderia intervir estrategicamente, no domínio das ameaças da criminalidade internacional grave e organizada. Para tal, o método de investigação usado foi o raciocínio indutivo, apoiado numa estratégia de investigação qualitativa, num estudo de caso, na análise documental e nos dados recolhidos, em entrevistas realizadas a peritos internos da GNR e a peritos externos com conhecimentos especializados, experiências profissionais relevantes e investigações desenvolvidas.
Nesta investigação, demostrou-se a necessidade de melhoria das análises criminais existentes, designadamente a nível nacional, tendo sido possível identificar um conjunto de oportunidades e desafios no âmbito da aplicabilidade do quadro de intervenção estratégico, e também formulados objetivos estratégicos de natureza genética, estrutural e operacional de combate a esta criminalidade organizada, concluindo-se, com a apresentação de propostas de alinhamento estratégico com a Estratégia da Guarda 2025.
Serious and organized crime, due to its transnational nature, flexibility, ability to adapt and significant negative impact on society and economy, poses a substantial challenge to internal security, and combating it is difficult by its complex and hierarchical structure and by using advanced technologies that avoid detection and investigation by law enforcement authorities. The object of study of this investigation focused on understanding how the GNR could strategically intervene in the field of threats from serious and organized crime. To this end, the research method used was inductive reasoning, supported by a qualitative research strategy, a case study, documentary analysis and collected data, interviews carried out with internal GNR experts and external experts with specialized knowledge, relevant professional experience and investigations carried out. In this investigation, the need to improve the existing criminal analyzes was demonstrated, particularly at national level, making it possible to identify a set of opportunities and challenges within the scope of the applicability of the strategic intervention framework, and formulate strategic objectives of genetic, structural and operational nature, to combat this organized crime, concluding with the presentation of proposals for strategic alignment with the Guarda 2025 Strategy.
