| dc.description.abstract | A noção de risco tem sido uma constante ao longo da história da humanidade, testemunhando uma evolução contínua de conceitos e perceções. Inicialmente, os riscos eram primariamente naturais, atribuídos a forças sobrenaturais, mas com os avanços tecnológicos, especialmente a partir da era industrial, novos riscos associados às atividades humanas começaram a surgir, com ou sem componentes naturais. O presente trabalho teve como objetivo geral criar um plano de gestão de riscos para Luanda, Angola. Paralelamente, visou-se compreender o que é um risco e qual o processo de gestão de risco, bem como identificar os principais riscos que afetam a cidade de Luanda. A metodologia adotada baseou-se numa investigação exploratória e descritiva, utilizando o método de investigação hipotético-dedutivo. Como suportes da investigação, recorreu-se à análise documental, revisão bibliográfica e questionário à população sobre a sua perceção dos riscos. Os resultados deste estudo revelaram que a nova regulamentação desempenha um papel crucial na facilitação da gestão de riscos. Um plano de preparação para desastres pode adotar várias formas, desde uma estratégia abrangente de redução e preparação até um plano de contingência detalhado para lidar com ameaças específicas. | pt_PT |
| dc.description.abstract | Throughout human history, the concept of risk has remained a consistent presence, witnessing a perpetual evolution of ideas and understandings. Initially, risks were predominantly viewed as natural phenomena, often attributed to supernatural forces. However, with the advent of technological progress, particularly since the onset of the industrial era, new risks stemming from human activities have emerged, whether or not intertwined with natural elements. The overarching objective of this study was to devise a comprehensive risk management plan tailored to the context of Luanda, Angola. Concurrently, the aim was to delve into the essence of risk and elucidate the risk management process, while pinpointing the primary risks confronting the city of Luanda. The chosen methodology embraced an exploratory and descriptive approach, underpinned by the hypothetical-deductive research method. To bolster the investigative process, documentary analysis, a thorough review of pertinent literature, and the administration of a questionnaire to gauge public perception of risks were employed. The findings of this inquiry underscored the pivotal role of new regulations in streamlining the landscape of risk management. A well-crafted disaster preparedness plan can assume diverse manifestations, ranging from an all-encompassing strategy of mitigation and preparedness to a meticulously detailed contingency plan tailored to address specific threats. | pt_PT |
