Abstract(s)
Moçambique atribui grande importância ao Sistema das Nações Unidas como fórum privilegiado do multilateralismo e dentro deste espírito, participa ativamente nos trabalhos internacionais de manutenção da paz, como coprodutor de segurança credível e ativo.
Desta forma, para concretizar a estratégia nacional, o Exército moçambicano necessita edificar capacidades militares internas, orientadas para a capacitação, geração, emprego e sustentação de Forças em Operações de Apoio à Paz.
Este trabalho tem por objetivo, propor contributos que potenciem a relevância estratégica de emprego de Forças do Exército moçambicano em Operações de Apoio à Paz da Organização das Nações Unidas, no âmbito do cumprimento dos objetivos políticos e dos compromissos assumidos por Moçambique.
O método usado no trabalho teve como base o raciocínio indutivo, seguindo uma metodologia de investigação qualitativa e um desenho de pesquisa de estudo de caso.
Para a elaboração das linhas de ação, fez-se o cruzamento das oportunidades e ameaças resultantes da análise do ambiente externo, com as potencialidades e vulnerabilidades da análise do ambiente interno.
Conclui-se com a proposta de 14 linhas de ação estratégica para acelerar a edificação de capacidades militares internas do Exército moçambicano, em concertação com quatro objetivos estratégicos do Estado-Maior-General das Forças Armadas de Defesa de Moçambique.
Mozambique assigns great importance to the United Nations system as a privileged forum for multilateralism and in this spirit, actively participates in international peacekeeping work, as a credible and active security co-producer. Thus, in order to implement the national strategy, the Mozambican Army needs to build internal military capabilities, oriented towards training, generating, employing and sustaining Forces in Peacekeeping Operations. This work aims to propose contributions that enhance the strategic relevance of the use of Mozambican Army Forces in United Nations Peacekeeping Operations, within the scope of fulfilment the political objectives and commitments assumed by Mozambique. The method used in the work was based on inductive reasoning, following a qualitative research methodology and a case study research design. For the elaboration of the lines of action, the opportunities and threats resulting from the analysis of the external environment were cross-referenced with the potentialities and vulnerabilities of the analysis of the internal environment. It is concluded with the proposal of 14 strategic lines of action to accelerate the building of internal military capabilities of the Mozambican Army, in concert with four strategic objectives of the General Staff of the Mozambican Armed Defense Forces.
