| dc.description.abstract | mento, ou mesmo, a simples ocorrência de crimes contra o Estado e, em particular, dentro destes, a desobediência e a resistência e coação sobre funcionário é preocupante, carecendo de reflexão direcionada. Pretende-se estudar o assunto, de dentro para fora da instituição, procurando perceber como pode ser otimizado um Modelo de Intervenção Policial (MIP), que esteja norteado para favorecer a relação entre o militar da GNR e o cidadão e concomitantemente seja transversal a todas as valências da GNR em ação policial. A investigação em termos metodológicos, seguiu um procedimento ontológico, construtivista e epistemológico interpretativista. Recorreu-se ao raciocínio indutivo, utilizando uma estratégia qualitativa e um desenho de estudo de caso. A técnica de recolha de dados utilizada, baseou-se em entrevistas semiestruturadas, dirigidas a dez especialistas na área. Compreende-se que o paradigma de intervenção que deve nortear a relação com o cidadão, por um lado, passa por perceber que a mesma influencia o desfecho da ocorrência, por outro, que existe a necessidade de reforçar/atualizar, desde já, o quadro de referenciais de curso. É possível depreender, que através do investimento no capital humano da instituição, poder-se-á conferir o conjunto de competências/habilidades, que permitam uma melhor gestão das situações. | pt_PT |
| dc.description.abstract | Social dynamics and its volatility require a permanent analysis concerning how one behaves and reacts. The rise, or even the simple occurrence of crimes against the State, in particular the crimes of disobedience, resistance and coercion against employees, are disturbing and demand proper analysis. It is here intended to study this matter within the institution, seeking to perceive how to optimize a Police Intervention Model to enhance the relationship between the military and the citizen throughout all GNR’s valences. An ontological procedure has been followed based on constructivist and epistemological interpretative methods. Moreover, an inductive reasoning was applied, using a qualitative strategy and a case study design. Semi-structured interviews were used for data gathering, resorting to ten experts in the field. It is, therefore, understood that the paradigm of intervention that should guide the relationship with the citizen, involves realizing that the action by itself influences the outcome of the occurrence, being also fundamental to adjust the framework of course contents. Furthermore, it will be through the investment in the human capital of the institution, that it will be possible to confer the set of competences that will allow for a better management of situations. | pt_PT |
