A Aliança Atlântica tem uma história de sucesso de mais de 60 anos, pois conseguiu
garantir aos seus aliados e parceiros a necessária segurança e defesa. Conseguiu-o no período da
Guerra Fria através da dissuasão e, no período pós implosão da União Soviética e do Pacto de
Varsóvia, com a estabilização dos Balcãs, o alargamento e as parcerias. E se a Aliança reagiu
bem ao fim da ameaça soviética, reajustando a sua estratégia, o mesmo não podemos dizer da
sua reacção aos novos desafios e ameaças pós 11 de Setembro de 2001. Essas dificuldades resultaram,
essencialmente, de uma dificuldade em consensualizar, entre os aliados, uma interpretação
estratégica do novo ambiente de segurança onde estamos, seja sobre a perigosidade das novas
ameaças, seja na forma de lhes fazer face.
Neste Estudo colocámos a seguinte pergunta de partida: será a alteração do Conceito
Estratégico da OTAN um passo fundamental para adaptar a Aliança, enquanto organização de
segurança e defesa colectiva, ao século XXI? Com este objectivo analisámos o actual ambiente
estratégico e as suas perspectivas de evolução no médio prazo, relacionando os seus principais
elementos constituintes, tais como os actores, as relações de poder, as ameaças e desafios no
novo contexto internacional, com especial ênfase na segurança da área euro-atlântica. Depois
estudámos a evolução recente da Aliança, identificando a sua matriz de valores e princípios, que
têm estado na base do seu sucesso, e as suas principais vulnerabilidades actuais.
Concluímos que a Aliança precisa de se reinventar, adaptando-se e dando resposta às
novas necessidades estratégicas, precisando, para isso, de debater um conjunto de assuntos, dos
quais se destaca o seu papel e finalidade no futuro, o tipo de operações e tarefas que terá de realizar,
o tipo de parcerias que deverá potenciar, as capacidades que deverão ser edificadas para continuar
a garantir a segurança e a defesa dos Aliados. Mas, para isso, terá de previamente consensualizar
um conceito de segurança e defesa, devidamente sustentado nas necessidades que o
novo ambiente estratégico coloca.
Tentámos verificar quais os contributos que Portugal deverá dar, neste processo de revisão
do Conceito Estratégico da OTAN, para uma Aliança mais forte e coesa, o que é fundamental
para a defesa do interesse nacional.
A reformulação do Conceito Estratégico da OTAN, iniciado em Setembro de 2009, fruto
das decisões tomadas na última cimeira, em Abril de 2009, constitui uma oportunidade única
para recentrar a estratégia aliada na resposta aos problemas de segurança dos aliados na era da
globalização. Abstract: The Atlantic Alliance has been a success´ story over the last sixty years due to the fact
that it prevented a War in Europe. Initially deterring the Soviet Union and, after its implosion,
stabilizing the Balkans successfully, enlarging with new members and promoting partnerships
made of NATO the most enduring Alliance in history. And the Alliance successfully reinvented
itself in the past, changing its strategy and adapting to a new security environment when it was
needed. But now NATO faces a crisis because it has not been able to face with success the security
challenges after September, 11th. And the problems were due to the fact that the allies have
not been able to agree in an interpretation of this new strategic environment, especially what the
main threats and challenges are and how to deal with them.
The main goal of this work is to answer to this central question: is the revision of the
NATO´s Strategic Concept the fundamental step to adapt the Alliance, as a security and defense
organization, to the challenges of the twenty first century? Within this framework, this paper
analyzes the current security environment and its probable evolution in the medium term identifying
the main actors, the power relations between them, and the main threats and challenges to
the security of the transatlantic area. It also analyses the recent evolution of the Alliance, trying
to identify its main problems and difficulties, having a look on how NATO solved (or not) its
main crisis in the past. And we reach the conclusion that the Alliance needs to reinvent itself,
adapting and being able to integrate allies´ efforts to have a new set of responses to new problems
but within the Alliance´s founding principles and values of the Washington Treaty. And to
do that NATO has to run a robust debate on a range of issues including, among others, its purpose
in the future, what should be its security tasks, in what kind of operations would NATO be
involved, what kind of partnerships should be developed and what kind of capabilities are required.
But to successfully do that the Alliance had to agree previously in a Concept of Security
and Defense in line with the new strategic environment challenges and the allies’ needs.
We have also analyzed the contributions to the discussions that Portugal could provide
in the revision of the Strategic Concept, with the goal of having at the end of the process a
stronger Alliance which is along the lines of Portugal national interest.
The revision of the current NATO Strategic Concept is a unique chance to put NATO
on the correct tracks, making it able to deliver security to allies and partners in the twenty first
century.
