Este estudo analisa os desafios estratégicos enfrentados pela Marinha Portuguesa num
contexto global marcado por profundas alterações geopolíticas e rápidas evoluções
tecnológicas, com consequências diretas para a segurança marítima e a defesa nacional. O
ambiente estratégico atual, caracterizado pela crescente multipolaridade e pela emergência
de novas ameaças híbridas exige uma revisão dos conceitos estratégicos existentes,
garantindo o alinhamento com as orientações estratégicas definidas pela Organização do
Tratado do Atlântico Norte e pela União Europeia.
A investigação seguiu uma abordagem qualitativa, baseada em análise documental,
bibliográfica e em entrevistas a entidades com conhecimento relevante no assunto, tendo-se
recorrido a ferramentas como a análise Strengths, Weaknesses, Opportunities, Threats e a
matriz de Influência/Impacto.
Os resultados evidenciam a necessidade de valorizar o fator humano, integrar novas
tecnologias disruptivas – como sistemas não tripulados e inteligência artificial –,
implementar alterações na estrutura organizacional e reforçar a capacidade operacional.
As conclusões enfatizam a importância de uma abordagem integrada às estratégias
genética, estrutural e operacional, promovendo maior eficiência, flexibilidade e capacidade
de adaptação da Marinha. Assim, este estudo fornece elementos concretos para a futura
revisão do Conceito Estratégico Naval, contribuindo para que a Marinha esteja preparada
para responder eficazmente aos desafios emergentes do atual contexto estratégico
This study analyses the strategic challenges faced by the Portuguese Navy within a global context marked by profound geopolitical shifts and rapid technological advancements, with direct consequences for maritime security and national defence. The current strategic environment, characterised by growing multipolarity and the emergence of new hybrid threats, demands a thorough review of existing strategic concepts, ensuring alignment with the strategic guidelines defined by the North Atlantic Treaty Organization and the European Union. The research adopted a qualitative approach, based on document and literature analysis and interviews with entities possessing relevant subject matter expertise, and employing tools such as the Strengths, Weaknesses, Opportunities, Threats analysis and the Influence/Impact matrix. The results highlight the need to value the human factor, integrate disruptive new technologies — such as unmanned systems and artificial intelligence —, implement changes in organisational structure, and reinforce operational capacity. The conclusions emphasise the importance of an integrated approach to genetic, structural, and operational strategies, promoting greater efficiency, flexibility, and adaptability of the Navy. Thus, this study provides concrete elements for the future revision of the Naval Strategic Concept, contributing to ensuring that the Navy is prepared to respond effectively to the emerging challenges of the current strategic context
