A imigração ilegal em Portugal: desafios da Polícia de Segurança Pública

dc.description.abstractA Europa é o continente que recebe mais imigrantes tendo a União Europeia desenvolvido políticas de segurança de fronteiras e de controlo dos fluxos migratórios. As políticas europeias são marcadas pela utilização da tecnologia, pela crescente cooperação entre Estados-Membros e, simultaneamente, pela procura da garantia do respeito pelos Direitos Humanos. A literatura diverge relativamente à relação entre criminalidade e segurança, e a imigração, não se podendo reconhecer de forma perentória qualquer influência. O imigrante irregular encontra-se frequentemente à mercê da ganância das organizações criminosas, que visam capitalizar a fragilidade e precariedade. Em Portugal, a recente reforma da estrutura de segurança das fronteiras nacionais é assinalável, possuindo a Polícia de Segurança Pública novas e importantes competências em matéria de controlo de fluxos migratórios e segurança fronteiriça. Os principais desafios prendem-se, essencialmente, com a necessidade de integrar, de forma plena, a população imigrante. Concomitantemente, o controlo das fronteiras deve ser reforçado, quer por via da aplicação das tecnologias e sistemas europeus, quer pela formação técnica dos operacionais responsáveis. A Polícia de Segurança Pública deve apostar na formação contínua do seu efetivo com vista a uma eficiente segurança das fronteiras e a uma fiscalização competente da população imigrante e das suas condições, garantindo simultaneamente o respeito pelos Direitos Humanos e a segurança interna nacional.pt_PT
dc.description.abstractEurope is the continent that receives the most immigrants, and the European Union has developed policies to secure borders and control migratory flows. European policies are marked by the use of technology, growing cooperation between member states and, at the same time, the quest to guarantee respect for human rights. The literature differs on the relationship between crime and security, and immigration, and no influence can be conclusively recognized. Irregular immigrants are often at the mercy of greedy criminal organizations, which aim to capitalize on their fragility and precariousness. In Portugal, the recent reform of the national border security structure is noteworthy, with Polícia de Segurança Pública having important new competences in terms of controlling migratory flows and border security. The main challenges are essentially the need to fully integrate the immigrant population. At the same time, border control must be strengthened, both through the application of European technologies and systems and through the technical training of the officers responsible. Polícia de Segurança Pública must invest in the continuous training of its personnel with a view to efficient border security and competent monitoring of the immigrant population and their conditions, while guaranteeing respect for human rights and national internal security.pt_PT
