Abstract(s)
A segurança do Indivíduo para que se mantenha na plenitude das suas aptidões, tanto
físicas como mentais, torna-se cada vez mais numa preocupação constante da sociedade,
responsabilizando as instituições e as empresas para o cumprimento dos normativos legais
que se encontram em vigor e que têm como finalidade a criação de condições de
segurança, para que o risco de acidente seja eliminado ou pelo menos minimizado,
evitando assim lesões, traumas ou situações ainda mais gravosas.
Um maior investimento na prevenção é essencial para garantir uma organização humana
bem estruturada que adote critérios de segurança para a mitigação do risco,
nomeadamente prevenindo a ocorrência de incêndios e garantindo a manutenção das
medidas de segurança.
O Regulamento de Segurança contra Incêndio em Edifícios veio introduzir novos conceitos
e abordagens, de que são exemplo, as utilizações-tipo, as categorias de risco, a
responsabilidade dos vários intervenientes, a obrigatoriedade de medidas de organização
e gestão de segurança, a realização de inspeções de segurança regulares, a formação,
entre outras.
Embora a segurança contra incêndio diga respeito a todos os ocupantes de um edifício, a
segurança é uma responsabilidade que deve ser potenciada ao mais alto nível de gestão
da entidade.
Dada a pertinência e necessidade face à exigência legal as Medidas de Autoproteção
constituem os comportamentos de planeamento e gestão de segurança sustentados em
dois primórdios: garantir a manutenção das condições de segurança contra incêndios
definidas em projeto, e garantir que existe uma estrutura mínima capaz de dar resposta a
qualquer tipo de emergência. Além disso, pretendem igualmente garantir que os
equipamentos e sistemas de segurança contra incêndios se encontram em condições de
ser utilizados continuadamente, e que, em caso de emergência, os trabalhadores e demais
circundantes conseguem sair do edifício ou recinto em total segurança.
The safety of the Individual to maintain the fullness of his/her abilities, both physical and mental, becomes increasingly a constant concern of society, holding institutions and companies responsible for compliance with the legal norms that are in force and whose purpose is the creation of safety conditions, so that the risk of accident is eliminated or at least minimized, avoiding injuries, trauma stems from even more serious situations. Increased investment in prevention is essential to ensure a well-structured human organisation that adopts safety criteria for risk mitigation, including preventing fires and ensuring the maintenance of safety measures. The Building Fire Safety Regulation introduced new concepts and approaches, such as type-use, risk categories, the responsibility of the various actors, the mandatory safety organisation and management measures, regular safety inspections, training, among others. Although fire safety concerns all occupants of a building, safety is a responsibility that must be enhanced at the highest level of management of the entity. Given the relevance and need to be met with the legal requirement, Self-Protection Measures are safety planning and management behaviours supported in two beginnings: ensuring the maintenance of fire safety conditions defined in the project, and ensuring that there is a minimum structure capable of responding to any type of emergency. In addition, they also want to ensure that fire safety equipment and systems are in a position to be used continuously, and that, in the event of an emergency, workers and other surrounding people are able to leave the building or enclosure in complete safety
