O entorno estratégico do Brasil, em sua parte oriental, alcança a África. Sabe-se que umas das regiões mais afetadas pela criminalidade marítima é o Golfo da Guiné. A pirataria e a pesca ilegal, não declarada e não regulamentada reforçam a baixa perceção de segurança marítima. Cooperação e partilha de informações são imprescindíveis no construto de soluções fiáveis e efetivas.
Seguindo orientações do Estado brasileiro, no âmbito da Defesa, a Marinha do Brasil esforça-se para retomar discussões no fórum da Zona de Paz e Cooperação do Atlântico Sul e para incrementar ações transversais, coordenadas sob a égide da Comunidade dos Países de Língua Portuguesa.
Objetivou-se a formulação de contributos para melhorar a atuação da Marinha do Brasil em atividades de combate a ilícitos no Golfo da Guiné. Seguiu-se um raciocínio dedutivo por meio de estudo de caso, assente em estratégia qualitativa. Analisaram-se a orientação estratégica naval para essa região e a evolução da participação dos navios brasileiros, no apoio ao combate a crimes marítimos, em águas jurisdicionais africanas.
Concluiu-se que há oportunidades de melhoria nas orientações estratégicas navais e desafios para futuros planeamentos de operações no Golfo da Guiné a serem transpostos, principalmente nas dimensões jurídica e logística.
The strategic surroundings of Brazil, in its eastern part, reach Africa. It is known that one of the regions most affected by maritime crime is the Gulf of Guinea. Piracy and illegal, undeclared and unregulated fishing reinforce the low perception of maritime security. Cooperation and information sharing are essential in the construction of reliable and effective solutions. Following the guidelines of the Brazilian State, in the field of Defense, the Brazilian Navy strives to resume discussions in the forum of the South Atlantic Peace and Cooperation Zone and to increase transversal actions coordinated under the aegis of the Community of Portuguese-speaking Countries. The objective was to formulate contributions to improve the performance of the Brazilian Navy in activities to combat illicit activities in the Gulf of Guinea. A deductive reasoning was followed through a case study, based on a qualitative strategy. The naval strategic orientation for this region and the evolution of the participation of Brazilian ships in support of combating maritime crimes in African jurisdictional waters were analyzed. It was concluded that there are opportunities for improvement in the strategic naval guidelines and challenges for future operations planning in the Gulf of Guinea to be transposed, mainly in the legal and logistical dimensions.
