Abstract(s)
As preocupações com as desigualdades sociais e com a dignidade da pessoa humana
apresentam um longo historial, encontrando-se salvaguardadas em determinantes
documentos internacionais, como a Declaração Universal dos Direitos do Homem (1948) e
a Carta dos Direitos Fundamentais da União Europeia (2009), e nacionais, no caso, a
Constituição da República Portuguesa (Lei Constitucional n.º 1/2005, de 12 de agosto).
Em Portugal, a Guarda Nacional Republicana (GNR) é um ator fundamental para
assegurar serviços de proximidade com a sociedade e contribuir para um contexto de maior
segurança e igualdade social.
Esta investigação teve, assim, por objetivo Propor medidas para melhorar a dimensão
social na atuação security da GNR, pautando-se, metodologicamente, por um raciocínio
indutivo, estratégia qualitativa e desenho de pesquisa do tipo estudo de caso, recorrendo às
análises documental e de conteúdo das entrevistas a 18 comandantes territoriais e a três
representantes da Gendarmerie Nationale, da Arma dei Carabinieri e da Guardia Civil.
Dos resultados, concluiu-se que estas medidas passam por um maior efetivo
especializado, revisão da doutrina que permita descentralizar as Secções de Prevenção
Criminal e Policiamento Comunitário, reforço na formação e retroalimentação da ação da
GNR mediante ações externas de avaliação dos Programas Especiais de Policiamento de
Proximidade.
Concerns about social inequalities and human dignity have a long history and are safeguarded in key international documents, such as the Universal Declaration of Human Rights (1948) and the Charter of Fundamental Rights of the European Union (2009), and national ones, such as the Constitution of the Portuguese Republic (Constitutional Law no. 1/2005 of 12 August). In Portugal, the Guarda Nacional Republicana (GNR) is a key player in ensuring proximity services to society and contributing to greater security and social equality. This research, which aimed to Propose measures to enhance the social dimension in the GNR’s security action, was methodologically based on inductive reasoning, qualitative strategy and case study research design, using documentary and content analysis of interviews with eighteen (18) territorial commanders and three (3) representatives of the Gendarmerie Nationale, the Arma dei Carabinieri and the Guardia Civil. From the results, it was concluded that these measures entail more specialized personnel, revision of the doctrine that allows for the decentralization of the Criminal Prevention and Community Policing Sections, training reinforcement and feedback on the GNR action through external evaluations of the Special Proximity Policing Programs.
