Devido a uma mudança de mentalidades, em que a conservação ambiental e o desenvolvimento sustentável assumem cada vez mais um lugar de destaque, a certificação florestal revela-se um relevante instrumento relativamente à gestão florestal sustentável contra a desflorestação descontrolada. No entanto, a certificação florestal ainda não se encontra difundida de modo global existindo, portanto, a necessidade de conhecer os desafios e os obstáculos relacionados com a aplicação deste instrumento. Desta forma, o objetivo geral deste trabalho foi avaliar as causas, a frequência e a distribuição das não conformidades de auditorias referentes ao sistema de certificação Forest Stewardship Council (FSC) em Portugal. Com o intuito de se perceber quais são as principais dificuldades da implementação da certificação no país.As não conformidades foram analisadas de acordo com os princípios FSC e posteriormente, categorizadas em temas e subtemas. Foram analisadas um total de 389 não conformidades e os resultados obtidos mostraram que os princípios com mais não conformidades associadas são o Princípio 6 – Impacte ambiental e o Princípio 8 – Monitorização e avaliação em relação à Norma FSC-STD-PRT-01-2012. No que diz respeito às não conformidades analisadas pela atualização da Norma de 2016 foram os Princípios 2 - Direitos dos trabalhadores e condições de trabalho e o Princípio 10 – Implementação das atividades de gestão que apresentaram maior número de registos. Os temas que tiveram mais falhas, e que são considerados neste estudo como áreas mais problemáticas e desafiadoras, estão relacionados com o cumprimento da legislação, de questões de documentação e de procedimentos, de impacte ambiental, dos direitos dos trabalhadores e de questões de higiene e de segurança no trabalho.
Due to a change in frame of mind, in which environmental conservation and sustainable development are taking on the spotlight; the forest certification is considered a relevant tool that relates to sustainable forest management against uncontrolled deforestation. However, forest certification is not yet an overall widespread, therefore, there is a need to understand the challenges and obstacles related to the implementation of this instrument. For this reason, the purpose of this research was to evaluate causes, frequency, and distribution of nonconformities in the audits that refer to the certification system, Forest Stewardship Council (FSC), in Portugal; in order to better understand the main difficulties in implementing certification in this country.The nonconformities were analyzed according to FSC principles and then categorized into themes and sub-themes. A total of 389 nonconformities were analyzed and the results achieved showed that the principles with the most related nonconformities are: Principle 6 – Environmental Values and Impacts, and Principle 8 – Monitoring and Assessment, that refer to the Standard FSC-STD-PRT-01-2012. The nonconformities analyzed by the 2016 Standard update were: Principle 2 – Workers’ Rights and Employment Conditions, and Principle 10 – Implementation of Management Activities, which presented the highest number of data. The topics that had the most failures, which were considered in this study to be the most problematic and challenging areas, are related to: compliance with legislation, documentation and procedures, environmental impact, workers’ rights, occupational health and safety issues.
