Abstract(s)
O presente trabalho tem por objetivo apresentar subsídios que indiquem contribuições
das operações de amplo espetro para o incremento das ações de combate na Amazónia
brasileira, no contexto de um conflito assimétrico. A relevância fica evidenciada ao
constatar-se que o século XXI caminha para se tornar o século dos conflitos irregulares
assimétricos. No Brasil, a região amazónica, em razão das suas idiossincrasias e da
ausência ou ineficiência do Estado, apresenta-se como o cenário mais provável de
desenvolvimento de um conflito dessa natureza. Este trabalho foca-se especificamente no
emprego das tropas brasileiras como Força Convencional, constatando-se que o Exército
Brasileiro possui preparação incipiente para tal situação. Por seu turno, os Estados
Unidos da América, diante das novas ameaças, reviram e atualizaram a sua documentação
doutrinária. Firmou-se no Exército norte-americano o conceito das operações de
amplo espetro, ou seja, a combinação simultânea de operações ofensivas, defensivas,
de estabilização/apoio à população, emergindo mais recentemente também o conceito
de operações terrestres unificadas. O trabalho considera ainda a experiência brasileira
no combate a grupos irregulares no passado, bem como o atual emprego da Força no
Haiti e na pacificação de Comunidades, no Rio de Janeiro, procurando retirar os devidos
ensinamentos e adaptações para o Teatro de Operações amazónico.
The main objective of the present work is to seek subsidies that indicate possible contributions from a full spectrum of operations to increase combat action in the Brazilian Amazon, in the context of an asymmetrical conflict. This study is relevant, since the twenty-first century, marked by latent antagonism and uncertainties can become the century of irregular asymmetric conflict. In Brazil, this scenario fits specially in Amazon region, where there is a major probability of the development of a conflict of this nature, considering its idiosyncrasies, and absence and/or inefficiency of the State. The focus of this work is specifically in the use of troops like Conventional Force, noting that the Brazilian Army has incipient training to the situation presented. On the other hand, the United States of America, faced with these emergent threats have reviewed and updated their doctrine documents. The concept of full spectrum operations has established itself in the U.S. Army, namely the simultaneous combination of offensive operations, defensive operations, stability and support to the population, emerging more recently also the concept of unified land operations. This work considers as well the past Brazilian experience in fighting irregular groups and the current experience of the Army in Haiti, and in the pacification of slums, in Rio de Janeiro, collecting lessons and adaptations for the Amazon Theater of Operations.
