Abstract(s)
A gestão dos recursos humanos é essencial em todas as organizações, naturalmente também na Marinha Portuguesa e, em particular, na Esquadrilha de Subsuperfície. O número reduzido de militares submarinistas pertencentes às guarnições, a necessidade de os formar antecipadamente, e a gestão de expectativas ao longo das carreiras destes militares, são alguns dos aspetos que influenciam a importância deste tópico. A possibilidade de a Esquadrilha de Subsuperfície poder gerir os seus recursos humanos confere-lhe, sem dúvida, uma responsabilidade acrescida.
A necessidade de elaborar escalas de embarque que visem os princípios da equidade, previsibilidade e transparência, princípios pelos quais a Esquadrilha de Subsuperfície se rege, serve de base para a elaboração desta dissertação de mestrado. Apesar de já existirem normas e procedimentos para a elaboração destas escalas, é imprescindível analisar o indicador “esforço acumulado” pelos submarinistas ao longo das suas carreiras, utilizado neste processo. Este estudo visa precisamente otimizar a gestão dos recursos humanos da Esquadrilha de Subsuperfície.
Neste trabalho de investigação, através da análise regressiva do esforço acumulado dos submarinistas usando a idade destes como variável explicatória, criou-se um modelo alternativo para escalonar os militares para as comissões de embarque. Na formulação de uma simplificação ao problema, reduzem-se as discrepâncias existentes, para cada submarinista, entre o esforço acumulado real e o que seria previsto para a idades destes militares, até que atinjam a idade limite de embarque.
It is imperative, in all organisations as in the Portuguese Navy, to consider the management of their Human resources, and even more at their subsurface squadron. The lack of submariners on the garrisons, a need of a planned and early trainig and their carrers perspectives management are some of the points that powers this topic importance. No doubts that the fact that the squadron could afford itself the management of their human resources give them a special responsability. Taking this into account, there is a need of an equitable, predictable and clear shipment scale, basic principles in which the Potuguese subsurface squadron rules itself to encourage their military to carry out their missions and on which this tesis is based. Despite having some standards and procedures for that, it becomes necessary to analyze their data base - Submariners cumulative effort. With this resource project, through the regressive analysis of the submariners cumulative effort using their age as a clear variable, a whole new way of creating shipment scales was raised, as an alternative to the existing one. With a problem abridgement established, the existing disparities, between the cumulative effort and with what would be expected for the age of these military, were divised until the limit age - 48-years-old - to board is reached.
