O estudo do comportamento dos Sistemas Complexos Adaptativos veio revolucionar
a perspetiva como observamos o mundo e a forma como interagimos com ele. Os sistemas
complexos predominam na natureza e na sociedade e partilham entre si, de forma transversal
e em múltiplas escalas, o mesmo conjunto base de propriedades e comportamentos.
A partilha dessa base comum tem suscitado o interesse de múltiplas disciplinas
científicas que procuram incorporar o conhecimento adquirido com a complexidade em cada
uma delas. Também no domínio militar se procura assimilar o conhecimento existente sobre
os Sistemas Complexos Adaptativos e determinar a sua aplicabilidade no contexto das
operações militares, sendo esse o objetivo do presente trabalho de investigação.
Suportado numa extensiva revisão de literatura, aplicou-se um raciocínio dedutivo,
transpondo o conhecimento disponibilizado pela complexidade para o contexto das
operações militares, identificando-se nesse processo cinco dimensões com interesse
aplicacional.
Decorrente desse processo, inferiram-se constantes que permitiram a formulação de
uma metodologia de análise com o propósito de apoiar o Comandante na determinação da
complexidade associada à missão que lhe é confiada e, em função dessa complexidade,
oferece-lhe um conjunto de opções e ferramentas que o auxiliam no processo de planeamento
e condução das operações militares.
The research on the behaviour of Complex Adaptive Systems has revolutionized the perspective on how we observe the world and the way we interact with it. The complex systems are predominant in nature and society and share among them, transversally and at multiple scales, the same set of properties and behaviours. The sharing of this common basis aroused the attention of multiple scientific disciplines that are trying to incorporate the complexity knowledge in each of them. As well, in the military domain we are seeking to integrate the existing Complex Adaptive Systems knowledge and determine their applicability in the context of military operations, which is the objective of this research work. Supported by an extensive literature review, a deductive reasoning was applied, transposing the existing knowledge on complexity to military operations. In this process were identified five dimensions of possible applicational interest. As a result, it was possible to identify constants that sustain the formulation of an analysis methodology to support the Commander determining the complex characteristics of the adversary and, depending on those characteristics, offers a set of options and tools to assist him in the process of planning and conducting Military Operations.
