Na Força Aérea, a Direção de Infraestruturas é a principal responsável por garantir a
operacionalidade das Infraestruturas de forma a serem atingidos os objetivos estratégicos
da Instituição. Considerando a dimensão e complexidade do património afeto à Força
Aérea, é importante analisar a implementação de um Sistema de Apoio à Decisão na
Direção de Infraestruturas que contribua para se tomarem decisões mais sustentadas de
investimentos, sendo o objetivo geral desta investigação propor um modelo organizacional
para esse sistema. Para cumprir com este objetivo, começa-se por definir o que é um
Sistema de Apoio à Decisão, identificar as suas componentes-tipo e apresentar a estrutura
enquadrante dos potenciais stakeholders mais relevantes para as infraestruturas na Força
Aérea. Tendo por base um raciocínio indutivo, seguindo uma estratégia qualitativa, do tipo
estudo descritivo e interpretativo de um caso de estudo, realizaram-se entrevistas
semiestruturadas a uma amostra intencional de sete pessoas consideradas relevantes na
temática. A partir dos dados obtidos, define-se uma estrutura de modelo organizacional de
um Sistema de Apoio à Decisão na Direção de Infraestruturas, na qual se identificam os
elementos que deverão constituir o sistema, relacionando-os com os stakeholders com ação
direta no mesmo e o modo como estes interagem.
The Infrastructures Directorate of the Air Force is responsible for ensuring the facilities operability in order to achieve the Institution's strategic objectives. Considering the dimension and complexity of the facilities allocated to the Air Force, it is important to analyze the implementation of a Decision Support System in the Infrastructure Directorate that contributes to making more sustained investment decisions, being this investigation’s main objective the proposal of a organizational model for this system. To fulfill this objective, this study begins with by defining what a Decision Support System is, identifying its usual components and presenting the organizational structure of the main potential stakeholders related with infrastructures within the Air Force. Based on an inductive reasoning and following a qualitative strategy of investigation (case study), semistructured interviews were conducted on an intentional sample of seven people considered relevant to the subject. As a result of those interviews, an organizational model structure of a Decision Support System in the Infrastructures Directorate is developed, which identifies the elements that should constitute the system, relating them to the stakeholders with direct action on it and the way in which they interact.
