O presente estudo analisa de que forma o teletrabalho contribui para a conciliação entre a vida profissional, familiar e pessoal dos trabalhadores da Administração Pública, tendo como estudo de caso o Instituto Português do Sangue e da Transplantação, I.P. (IPST, I.P.). Para melhor compreender este fenómeno, foram definidos os seguintes objetivos específicos: (a) conhecer a perceção dos trabalhadores em relação às vantagens e desvantagens do teletrabalho; (b) analisar de que forma o teletrabalho contribui para a conciliação entre a vida profissional, familiar e pessoal; e (c) conhecer a perceção dos trabalhadores relativamente ao impacto do teletrabalho no desempenho e na produtividade. A investigação insere-se num contexto de transformação organizacional e de modernização da Administração Pública, amplificado pelos avanços tecnológicos e pelas mudanças socio-laborais motivadas pela pandemia de COVID-19. A metodologia adotada foi de natureza qualitativa, assente na realização de entrevistas semiestruturadas a seis técnicos superiores do IPST, I.P. que exercem funções em regime de teletrabalho híbrido. Através da análise de conteúdo, foi possível identificar perceções, benefícios e desafios associados à implementação do teletrabalho enquanto modalidade laboral. Os resultados demonstram que o teletrabalho é amplamente percecionado como um instrumento facilitador da conciliação, possibilitando maior flexibilidade na organização do tempo, redução do stress associado ao trabalho presencial e melhoria da qualidade de vida. Contudo, persistem limitações, designadamente o isolamento social, a dificuldade em desconectar do trabalho e a necessidade de reforçar o apoio organizacional. Foi igualmente identificado um impacto positivo no desempenho e na produtividade, decorrente sobretudo da maior autonomia e capacidade de concentração, embora condicionado por fatores tecnológicos, culturais e organizacionais. Conclui-se que o teletrabalho, quando sustentado em políticas organizacionais claras, liderança participativa e critérios equitativos de acesso, representa um contributo relevante para a modernização da Administração Pública e para a promoção do bem-estar, motivação e desempenho dos trabalhadores. As implicações deste estudo destacam a importância de consolidar modelos de trabalho flexíveis e ajustados às necessidades dos trabalhadores e das organizações, de forma a fortalecer o compromisso institucional, a eficiência produtiva e a capacidade de resposta da Administração Pública perante os desafios contemporâneos.
This study examines how telework contributes to the reconciliation between professional, family, and personal life among civil servants, using the Portuguese Institute of Blood and Transplantation (IPST, I.P.) as a case study. To deepen this analysis, the following specific objectives were established: (a) to understand workers’ perceptions of the advantages and disadvantages of telework; (b) to analyse how telework supports the reconciliation of professional, family, and personal life; and (c) to assess workers’ perceptions regarding the impact of telework on performance and productivity. This research is set within a broader context of organisational transformation and public administration modernisation, driven by technological advances and the socio-labor dynamics accelerated by the COVID-19 pandemic. A qualitative methodology was adopted, based on semi-structured interviews with six senior technicians from IPST, I.P. who work under a hybrid telework regime. Through content analysis, it was possible to identify workers' perceptions, perceived benefits, and challenges associated with telework implementation. The findings reveal that telework is generally perceived as an enabler of work-life balance, providing greater flexibility in time management, reducing work-related stress, and improving quality of life. However, the study also highlights constraints such as social isolation, difficulties in disconnecting from work, and the need for stronger organisational support. A positive impact on performance and productivity was also identified, mainly due to increased autonomy and concentration, although this was influenced by technological, cultural, and organisational factors. It is concluded that telework, when supported by clear organisational policies, participatory leadership, and equitable access criteria, represents a relevant contribution to the modernisation of public administration and the promotion of employee well-being, motivation, and performance. The implications of this study underscore the importance of consolidating flexible and inclusive work models that address the needs of workers and organisations, strengthening institutional commitment, productivity, and the public sector's capacity to adapt to contemporary challenges.
