Neste Trabalho de Investigação Aplicada é abordada a temática sobre “A abrangência
Nacional da Unidade Nacional de Trânsito e implicações resultantes da subordinação dos
Destacamentos de Trânsito aos Comandos Territoriais”.
Pretende-se determinar o impacto das alterações à orgânica da Guarda, na
intervenção operacional do trânsito, submetido aos Comandos Territoriais e à Unidade
Nacional de Trânsito. Propõe-se ainda, identificar as formas de apoio logísticoadministrativo, planeamento, intervenção operacional, coordenação entre os diversos Destacamentos de cada Comando Territorial e a Unidade Nacional de Trânsito.
O trabalho encontra-se estruturado em duas partes fundamentais. A primeira assenta
na sustentação e enquadramento teórico, baseado na análise da evolução histórica da
Brigada de Trânsito e seu conceito operacional. Caracteriza-se ainda nesta parte, a Unidade Nacional de Trânsito, sua origem e organização. A segunda é dedicada ao trabalho empírico, de pesquisa, recolha, tratamento e análise de dados.
Foi utilizado o método hipotético dedutivo, definindo e testando hipóteses, com base na
revisão bibliográfica, nos inquéritos e entrevistas semi-directivas.
Os resultados obtidos permitem afirmar que a subordinação dos Destacamentos de
Trânsito aos Comandos Territoriais, traz maior coordenação local devido, essencialmente, à unidade de comando, potenciando a intervenção conjunta de todas as valências da Guarda.
Por outro lado existe a perda da capacidade de intervenção, com uniformidade de processos a nível nacional, podendo a médio prazo transformar os Destacamentos de Trânsito em “ilhas” relativamente à valência do trânsito. Perde-se, sem dúvida, o espírito de corpo e a mística que permitem ultrapassar dificuldades e garantem a motivação elevada.
A Unidade Nacional de Trânsito constitui-se numa Unidade de sobreposição e de
reserva, que deve actuar em complementaridade com os Destacamentos de Trânsito.
Motivado pela precocidade da criação deste novo modelo, os dados obtidos carecem de
validação em futuras investigações.
O estudo foi realizado entre Janeiro e Março de 2009.
Abstract In this Applied Research work it is carried out the thematic "The National Enforcement of the National Traffic Unit and the resultant implications for the subordination of the traffic deployments to the Territorial Commands", which aims to determine the impact that changes in the organic composition and restructuring of the GNR, enforced in January 2009, can have on the operational intervention of the traffic submitted to the territorial commands and the National Traffic Unit. We also intend to identify the forms of logistical-administrative support, planning and operational intervention and coordination among the various deployments of each Territorial Command and between this and the National traffic Unit. The work is divided into two main parts. The first is established on support and theoretical framework, based on analysis of the historical development of BT and its operational concept. We still characterize, in this part, the National Traffic Unit, its origin and organization. The second is devoted to empirical work, research, collecting, processing and data analysis. It was used the hypothetical deductive method, setting and testing hypothesis based on literature review and enquiries and semi- directive enquiries. The results obtained allow us to say that the subordination of the Traffic deployments to the Territorial commands bring more local coordination, due mainly to the control unit and enhancing the involvement of all the aspects of the Guard. Furthermore there is a loss of capacity for intervention, with uniform processes at a national level, being able to transform medium term the Traffic deployments in "islands" on the traffic duties. We lose, no doubt, the spirit and the mystical body that allow overcoming difficulties and ensuring high motivation. The National Traffic Unit is to be a unit of overlapping and reserves that must act complementary with the traffic deployments. Motivated by the early establishment of this new model the data needs validation in future investigations. The study was conducted between January and March 2009.
