O Emprego das Forças Armadas em Operações de Paz e Humanitárias: o contributo da CPLP

| dc.description.abstract | A Comunidade dos Países de Língua Portuguesa reúne países de quatro continentes, diferentes, assimétricos e com pesos estratégicos distintos. Partilham, no entanto, uma língua e valores comuns, que incentivam a cooperação e o trabalho conjunto. Isto pode tornar-se uma mais-valia no aumento da relevância individual e da comunidade no contexto internacional, agregando valor aos países. No âmbito da defesa, existem iniciativas deste trabalho conjunto, particularmente na capacitação de forças para atuar em operações de paz e humanitárias. Dimensionar o alinhamento destas iniciativas com o interesse nacional dos paísesmembros e o contributo efetivo que elas vêm a trazer para as forças armadas dos países da CPLP não é simples. Por este motivo, procurou-se modelar fatores objetivos de eficiência desejada nestes tipos de operação para enquadrar as ações já em curso, os contributos isolados de alguns dos países e as iniciativas de sucesso que se observa em outras organizações. Desta forma, montou-se um panorama do ponto onde se encontra a CPLP e os caminhos viáveis, tanto na dimensão militar como na dimensão politico-estratégica para o seu fortalecimento, com redução de custos e aumento de relevância e prestígio internacionais. Abstract: The Community of Portuguese Speaking Countries (CPLP) brings together countries from four different continents, asymmetrical and with different strategic weights. They share, however, a common language and values that encourage cooperation and joint work, which can become a value asset to increase individual and collective relevance in the international context. In Defense area, there are initiatives of this joint effort, particularly in the training of forces for peacekeeping and humanitarian operations. It is not easy to assess the alignment of these initiatives with the countries’ national interest and their effective contribution to the armed forces of CPLP members. For this reason, objective factors of desired efficiency in these types of operation was chosen to frame the actions already in progress, the isolated contributions of some of the countries and the successful initiatives that are observed in other organizations. In this way, an overview of the CPLP's positioning and viable paths was set up, both in the military and in the political-strategic dimensions for its strengthening with cost reduction and increase of international relevance and prestige. | pt_PT |
