| dc.description.abstract | O crime organizado transnacional é uma ameaça que não só afeta a segurança das populações como pode perturbar a soberania dos Estados e, consequentemente, vem questionar a delimitação entre segurança interna e segurança externa, esta tradicionalmente garantida pelas Forças Armadas. O presente estudo examina a participação das Forças Armadas no combate ao crime organizado transnacional, nem sempre consensual, investigando a sua legalidade, numa abordagem Militar, Política, Estratégica e Jurídica. Para o efeito, metodologicamente, a presente investigação pauta-se por um raciocínio indutivo, associado a uma estratégia qualitativa, suportada em entrevistas semiestruturadas a personalidades com responsabilidades, conhecimentos ou experiência na matéria e a um desenho de pesquisa do tipo estudo de caso. As Forças Armadas têm executado missões em apoio ao combate ao crime transnacional, predominantemente com meios da Marinha e da Força Aérea. Nesta investigação, para melhor operacionalização deste empenhamento, identificou-se a necessidade de clarificação da intenção política e da estratégia, e concluiu-se justificada a sua participação no combate a esta ameaça transnacional, embora limitada e executada em apoio ou complementaridade das Forças e Serviços de Segurança, e sobretudo em operações para as quais estas careçam dos meios necessários, obviando à sua duplicação. | pt_PT |
| dc.description.abstract | Transnational organized crime is a threat that affects not only the security of populations, as it can disturb the sovereignty of Nation-states and, as such, questions the delimitation between internal and external security, the latter traditionally assured by the Armed Forces. This research paper analyzes the Armed Forces role in the fight against transnational organized crime, demonstrating its legality, focusing on a Military, Political, Strategic and Judicial approach. To achieve this purpose the current study is based, methodologically, on inductive reasoning, coupled with a qualitative strategy, based on semi-structured interviews made to renowned individuals with responsibility, knowledge, or experience on the subject, and supported with a case study research design. The Armed Forces have already carried out missions in this area with the engagement of Navy and Air Force means. This research has identified, as key for a better operationalization of the Armed Forces engagement, the need for political and strategic clarification, and has concluded that their participation in the combat of this transnational threat, albeit with limitations and in a supporting or complementary role to the Police or Security Forces missions, is clearly justified, especially in operations for which these forces lack the necessary resources, thus avoiding redundancy. | pt_PT |
