Perante um mundo em constante mudança, caracterizado pelos mais diversos cenários de instabilidade e onde a única constante se traduz na incerteza, os sistemas de informação e as tecnologias de informação (SI/TI) têm vindo a assumir relevância crescente no suporte à decisão. Em continua evolução e adaptação, os SI/TI procuram responder às preocupações da sociedade atual nas suas vertentes sociais, económicas, financeiras, no sentido de proporcionar algo cada vez mais procurado transversalmente: a segurança. No âmbito da segurança pública e gestão de emergências, um dos pontos mais críticos traduz-se no sistema de aviso e alerta à população. Serão sempre excessivas as situações em que estes sistemas falharam porque não chegaram ou não foram percebidos. Prevalecendo à obsoleta “gestão de danos”, qualquer estratégia de segurança tem como pilar principal a prevenção. Deste modo, revela-se fundamental que a população tenha acesso a informações precisas, através de meios de comunicação eficazes e em tempo útil. Uma abordagem mais flexível e colaborativa na gestão de emergências torna-se um fator critico num contexto social cada vez mais exigente, motivo pelo qual os SI/TI constituem um fator chave no âmbito da Proteção Civil. O contexto apresentado, confere pertinência à intenção de analisar o impacto que os SI/TI têm na operacionalização de avisos e alertas à população perante situações de emergências. Neste sentido, propõe-se a elaboração de uma dissertação no âmbito do mestrado em Gestão de Sistemas de Informação, tendo como principal objetivo compreender o contributo dos SI/TI para que o aviso e alerta de emergência chegue em tempo útil à população. Com a elaboração do presente trabalho, pretende-se organizar os aspetos mais relevantes no âmbito da problemática do estudo iniciando-se com uma contextualização teórica dos principais fatores em análise, para de seguida, através da definição dos objetivos gerais e específicos, se definir igualmente a abordagem metodológica adequada e a preconização dos resultados decorrentes da investigação.
Faced with a world in constant change, characterized by the most diverse scenarios of instability and where the only constant translates into uncertainty, information systems and information technologies (IS/IT) have been assuming increasing relevance in decision support. In continuous evolution and adaptation, IS/IT seeks to respond to the concerns of today's society in its social, economic, financial aspects, in order to provide something increasingly sought after across the board: security. In the field of public security and emergency management, one of the most critical points translates into the warning and alert system to the population. There will always be excessive situations in which these systems failed because they did not arrive or were not perceived. Prevailing over the obsolete "damage management", any security strategy has prevention as its main pillar. Thus, it is essential that the population has access to accurate information, through effective and timely means of communication. A more flexible and collaborative approach to emergency management becomes a critical factor in an increasingly demanding social context, which is why IS/IT is a key factor in the scope of Civil Protection. The context presented gives pertinence to the intention of analyzing the impact that IS/IT has on the operationalization of warnings and alerts to the population in emergency situations. In this sense, it is proposed to prepare a dissertation within the scope of the master's degree in Information Systems Management, with the main objective of understanding the contribution of IS/IT so that the warning and emergency alert reaches the population in a timely manner. With the elaboration of this work, it is intended to organize the most relevant aspects within the scope of the study problem, starting with a theoretical contextualization of the main factors under analysis, and then, through the definition of the general and specific objectives, the appropriate methodological approach and the recommendation of the results resulting from the research are also defined.
