A definição do regime dos Quadros Especiais da área da Saúde das Forças
Armadas, enquanto conjunto de normas que determinam a administração dos recursos
humanos da Saúde Militar, suscitou esta investigação que procura dar um contributo válido
para a futura regulamentação dessas normas.
Neste trabalho de investigação foi utilizado o método dedutivo, com recurso à
observação documental e à pesquisa bibliográfica, complementadas com entrevistas
exploratórias dirigidas a interlocutores com responsabilidade na gestão de recursos
humanos das Forças Armadas.
A análise dos Quadros Especiais da área da Saúde permitiu identificar como
factores relevantes, de natureza interna ou externa, que podem influenciar o seu regime, a
formação académica e a diferenciação técnico-profissional adquirida por esses militares,
sendo também manifesta a importância dos conteúdos funcionais de algumas dessas
actividades profissionais, e o modo como são, ou não, valorizadas. Constatou-se
igualmente que não existe plena correspondência entre as carreiras civis e os Quadros
Especiais da área da Saúde, fundada em critérios de diferenciação e especialização.
Concluiu-se ainda ser apropriada a reavaliação das actuais formas de recrutamento
de técnicos de saúde para os Quadros Especiais, e a redefinição das carreiras militares
desta área, adequando-as aos objectivos essenciais da Saúde Militar e à valorização
profissional de algumas actividades que lhe são intrínsecas.
Analisados os modelos em vigor noutros países da Organização do Tratado do
Atlântico Norte, em todos se evidenciou uma estrutura organizativa da Saúde Militar
direccionada para um apoio prioritário às operações. Nesses países, os técnicos de saúde
têm formas de recrutamento diversificadas, e, na maioria das categorias profissionais, a sua
formação académica é valorizada.
A provável mudança de paradigma da Saúde Militar representa a oportunidade de
regulamentar estes Quadros Especiais, à luz de novos desafios e das mudanças encetadas
por outros países, necessidade que surge como mais evidente após a realização deste
trabalho. Abstract: The clarification of the regime of the Medical Service Corps, as a set of norms that
rule the management of the human resources in the Military Health, triggered off this
study, whose main purpose is to give a valid say for the later regulation of these same
norms.
Throughout this study a deductive method was used, by means of a documental
observation and a bibliographical research. In addition to this, exploratory interviews
aimed at liable interlocutors were also included, provided they play responsible roles in the
management of the human resources in the Armed Forces.
From this study of the Medical Service Corps, not only internal but also external
relevant factors were identified, which may influence its regime, namely the academic
certification and the technical and professional accreditation acquired by those military,
also being quite relevant the functional contents of some of those professional activities, as
well as the way they are valued or not. It was also possible to perceive that there is no
direct match between the civil careers and those of the Medical Service Corps, which is
based on criteria of accreditation and specialization.
Another conclusion is that a reassessment of the current method of recruitment of
professionals for Medical Service Corps is required, as well as the redefinition of the
military careers in this branch, adjusting them to the main targets of the Military Health
System and to the professional revaluation of some of its intrinsic activities.
According to the models implemented in other countries belonging to the North
Atlantic Treaty Organization, there is a clear evidence of an organised structure of the
Military Health System aimed to the prior support to field operations. In those countries,
health professionals are recruited in diverse ways and in most professional categories their
academic certification is valued.
The likely change of paradigm in the Military Health System implies an
opportunity to legislate the Medical Service Corps, on the basis of new challenges and of
the changes implemented in other countries, a need that becomes even more evident after
having conducted this study.
