Abstract(s)
A investigação realizada tem como objeto central o conceito Joint All Domain
Command and Control (JADC2), cuja origem advém do Department of Defense, nos Estados
Unidos da América (EUA), e surge como forma de fazer face a novas ameaças e otimizar o uso
de novas tecnologias aplicadas às operações militares. Este conceito prevê a capacidade de
ligar os sensores de todos os ramos e domínios das Forças Armadas (FFAA) numa rede única,
em ambiente do tipo nuvem, com recurso a tecnologias emergentes, como a inteligência
artificial, no sentido de melhorar e acelerar o processo de tomada de decisão na cadeia de
Comando e Controlo (C2).
O objetivo da presente investigação, visa uma reflexão sobre importância do conceito
JADC2 no contexto das FFAA Portuguesas, através duma análise de pré-requisitos da sua
implementação, e da atual capacidade de C2 conjunto em todos os domínios operacionais das
FFAA, mais especificamente, nos contributos dos domínios ciber e espacial para a estrutura de
C2 conjunto.
Os resultados obtidos apontam para a prioridade de definir uma visão estratégica, que
promova o emprego de esforços em áreas mais remuneradoras, como o domínio humano, que
por sua veze será o elemento percussor para outras transformações organizacionais necessárias,
no que diz respeito a mudanças de mentalidades e processos de hierarquização.
Abstract This work has as its central object the concept of Joint All Domain Command and Control (JADC2), whose origin comes from the US Department of Defense (DOD), that emerges as way to face new threats and optimize the use of new technologies applied to military operations. This concept will provide the ability to connect sensors from all of the military services in a single network, in a cloud like environment, using emerging technologies, such as Artificial Intelligence, in order to improve and accelerate the decision-making process in the Chain of Command and Control (C2). The purpose of the present investigation is to perform a reflection about the importance of the JADC2 concept in Portuguese armed forces context, through an analysis of its implementation prerequisites, and the current capability of joint C2 in all domains of the armed forces, more specifically, in the contributions of the cyber and space domains to the joint C2 structure. The results obtained point to a priority for defining a strategic vision, that would promote efforts on remunerated areas, such as human domain (training and education), whom then would be the ignition for other necessary organizational transformations, regard to mindset and hierarchical processes changes.
