O veículo automóvel é vital para a sociedade moderna, mas ao mesmo tempo constitui um fator de risco para a vida das pessoas. A forte sinistralidade rodoviária em Portugal é uma preocupação transversal a toda a comunidade. A principal causa dos acidentes de viação deve-se ao fator humano, isto é, os acidentes acontecem devido ao comportamento dos condutores. Neste sentido, e com o intuito de salvaguardar bens jurídicos importantes, o legislador criminalizou determinadas condutas, para evitar uma condução potencialmente perigosa. Na presente Dissertação, é nosso objetivo analisar as condutas gravosas dos condutores que constituem ilícitos penais, mais concretamente os crimes cometidos pelos mesmos. Assim, através de um estudo exploratório na Divisão de Trânsito do Comando Metropolitano de Lisboa, pretendemos identificar um possível perfil do suspeito na prática destes crimes. Para tal, utilizamos o expediente criminal atinente ao ano de 2014, elaborado na Divisão de Trânsito, ao qual se aplicou uma matriz previamente definida, através do recurso ao programa de tratamento estatístico Statistical Package for the Social Sciences, na versão, 21.0, com a finalidade de proceder à análise e interpretação dos dados recolhidos. Cabe à Policia de Segurança Pública, enquanto instituição ao serviço das pessoas, prevenir e reduzir a sinistralidade rodoviária. Com o conhecimento do perfil do condutor que comete crimes rodoviários, ser-lhe-á mais fácil direcionar a sua ação fiscalizadora e preventiva.
The motor vehicle is vital to modern society, but at the same time it is a risk factor for people's lives. The high number of road accidents observed in Portugal constitutes a community concern. The main cause of those road accidents has the human factor as responsible, which means that accidents happen because of driver negligence. Thus, in order to ensure important legal assets, the lawmaker criminalized certain conducts to avoid potentially dangerous driving. In the present dissertation, our principal objective is to analyze those grievous behaviors committed by drivers, more specifically crimes committed by them. Thus, through an exploratory study carried out at the Traffic Division of the Lisbon Metropolitan Command, we intend to identify the possible profile of the suspect of committing crimes of drivers. Therefore, we’ll use the criminal expedient elaborated at that Division on the year of 2014. Than that data was submitted to a predefined matrix, with recourse to statistical treatment program known as Statistical Package for the Social Sciences in the version, 21.0, with the purpose of carrying out the analysis and interpretation of the data collected. It is an assignment of the Polícia de Segurança Pública (PSP), as an institution that serves citizen interests, prevent and reduce road casualties. With the knowledge about the driver profile who practices road crime available, PSP will be able to redirect its enforcement and preventive action.
