Este projeto teve como objetivo principal analisar o impacto da implementação das Cartas de Risco como ferramenta de prevenção em Segurança e Saúde no Trabalho, na
consciencialização dos perigos, riscos e medidas preventivas e, potencialmente, na redução da sinistralidade. O estudo foi desenvolvido na Delegação de Energias Renováveis –
Operação & Manutenção (DEROM) da CME – Construção e Manutenção Eletromecânica, S.A., responsável por atividades de operação e manutenção em parques eólicos e centrais
fotovoltaicas a nível nacional. A pergunta de partida que orientou a investigação foi: “As Cartas de Risco podem ser uma ferramenta eficaz na consciencialização dos perigos e riscos existentes na empresa?”. Para lhe dar resposta, definiu-se como objetivo geral analisar o impacto da implementação das Cartas de Risco enquanto ferramenta de SST, e como objetivos específicos: (i) consolidar o modelo de carta de risco desenvolvido no Projeto Individual em Contexto Real de Trabalho; (ii) desenhar um processo de implementação das Cartas de Risco; (iii) implementar as Cartas de Risco na unidade em estudo; e (iv) avaliar a eficácia da sua implementação em termos de perceção de risco dos trabalhadores e indicadores de SST. Metodologicamente, adotou-se uma abordagem de investigação-ação suportada por um estudo de caso, recorrendo a análise documental, observação participante e aplicação de questionários em dois momentos (antes e após a implementação das cartas). Os resultados evidenciaram uma melhoria na perceção de risco, maior facilidade de acesso à informação preventiva e uma boa aceitação da ferramenta por parte dos trabalhadores, bem como sinais preliminares de impacto positivo nos indicadores de Segurança e Saúde no Trabalho. Conclui-se que as Cartas de Risco constituem uma ferramenta útil e potencialmente eficaz para reforçar a cultura de prevenção em contextos de operação e manutenção no setor das energias renováveis.
This project aimed to analyse the impact of implementing Risk Cards as a preventive tool in Occupational Safety and Health, namely in raising awareness of hazards, risks and preventive measures and, potentially, in reducing work accidents. The study was conducted in the Renewable Energies Operation & Maintenance (DEROM) Division of CME – Construção e Manutenção Eletromecânica, S.A., which is responsible for operation and maintenance activities in onshore wind farms and photovoltaic power plants at national level. The guiding research question for this study was: “Can Risk Cards be an effective tool for raising awareness of the hazards and risks present in the company?”. To address this question, the overall objective was defined as analysing the impact of implementing Risk Cards as an Occupational Health and Safety tool, and the following specific objectives were established: (i) to consolidate the risk card model developed in the Individual Project in a Real Work Context; (ii) to design a process for the implementation of Risk Cards; (iii) to implement the Risk Cards in the unit under study; and (iv) to assess the effectiveness of their implementation in terms of workers’ risk perception and Occupational Health and Safety indicators.´Methodologically, an action-research approach supported by a case study was adopted, combining documentary analysis, participant observation and the application of questionnaires at two points in time (before and after implementation of the Risk Cards). The results showed an improvement in workers’ risk perception, easier access to preventive information and good acceptance of the tool, as well as preliminary signs of a positive impact on Occupational Health and Health indicators. It is concluded that Risk Cards are a useful and potentially effective tool to strengthen the prevention culture in operation and maintenance contexts within the renewable energy sector.
