Abstract(s)
As Body-Worn Cameras (BWC) são câmaras portáteis instaladas nas fardas dos polícias, que filmam as ocorrências nas quais estão envolvidos. Amplamente utilizadas, a literatura demonstra os seus benefícios para a atividade policial (por exemplo, a capacidade de melhorar a conduta dos cidadãos ou aumentar a legitimidade policial) e limitações à sua utilização. A implementação das BWC nas Forças de Segurança é, segundo a literatura existente, facilitada quando nesse processo há um envolvimento ativo dos polícias e a sua opinião é considerada. Com base na convicção de que serão implementadas em Portugal, o objetivo do estudo é apurar qual a perceção dos polícias, que no futuro as poderão utilizar. Por forma a alcança-lo, recorreu-se a um estudo empírico inferencial, com aplicação de um inquérito por questionário aos polícias com funções operacionais da Divisão Policial da Amadora. Desta forma, foi possível apurar que estes têm uma opinião, na generalidade, positiva. Os resultados também revelaram que os Chefes de Polícia têm uma opinião mais cética sobre a utilização das BWC, mas os polícias mais velhos, com um nível de escolaridade superior e ainda aqueles que já foram punidos disciplinarmente, são mais favoráveis à sua implementação e utilização. Por último, constata-se que os questionados acreditam que estas irão melhorar o comportamento dos cidadãos, que lhes darão um maior sentimento de segurança e reduzirão as queixas contra eles apresentadas. Com esta dinâmica, as conclusões possibilitam a sustentação de uma estratégia concertada na implementação e na sua utilização, porquanto é aceite e ambicionada pelos polícias. da Divisão Policial da Amadora.
Body-Worn Cameras are portable cameras installed in the police officers’ uniform that allow filming incidents in which they are involved. Widely used, the literature shows their benefits for the police activity (for example: the capability of improving citizen behavior or increasing police accountability) and some limitations to their use. The implementation of BWC in the Security Forces, according to the existing literature, is facilitated when, in that process, there is an active involvement of the police officers and their opinion is taken into account. Based on the conviction that they will be implemented in Portugal, the main goal of this investigation is determinant to investigate the police officers’ perception, considering that they will be the ones that may use them in the future. In order to achieve it, we resorted to an inferential empirical study, with the application of a questionnaire survey to police officers with operational functions of Amadora’s Police Division. This way, it was possible to find out that they have, in general, a positive opinion. The results also show that the Police Chiefs have a more skeptical opinion about the use of BWC, but the older police officers who have a higher education level and those who had already disciplinary procedures, are more favorable to the implementation and use of them. Lastly, it appears that the respondents believe those will improve citizen behavior, that those will give them a greater sense of security and reduce the complaints against them. With this dynamic, the conclusions make it possible to sustain a concerted strategy in the implementation and use, as it is accepted and desired by the police officers of Amadora’s Police Division.
