Abstract(s)
O Espaço apresenta-se como um domínio comum que se foi autonomizando e
ganhando extrema relevância, ao ponto de hoje se equiparar aos restantes domínios
operacionais terra, mar, ar e ciberespaço.
Neste contexto, esta investigação centrou-se na análise deste domínio na realidade
portuguesa, em particular nas Forças Armadas, tendo como objetivo central do estudo a
Estratégia da Defesa para o Espaço e a forma como a mesma poderá ser implementada no
sentido de potenciar as atividades das Forças Armadas, no quadro dos cenários de atuação
do Conceito Estratégico Militar.
Adotou-se uma investigação baseada num raciocínio indutivo, apoiada numa
estratégia de investigação qualitativa e num desenho de pesquisa de estudo de caso. Como
técnicas de recolha de dados, recorreu-se à análise documental e a entrevistas
semiestruturadas.
Como principal resultado, releva-se a proposta de linhas de ação estratégica, que visam
a operacionalização do Espaço como domínio operacional, numa lógica de envolvimento da
indústria nacional, de cooperação internacional e de otimização de soluções de investimento,
num esforço alicerçado em conhecimento e inovação. Adicionalmente, foi identificado um
conjunto de linhas gerais aplicáveis a um Conceito de Emprego que visa operacionalizar, de
forma célere, a Estratégia referida.
Space appears before us all as a common domain that has become more autonomous and extremely relevant being now equivalent to other operational domains such as land, sea, air, and cyberspace. In this context, this study focused on the Portuguese reality, in particular on the Armed Forces, having as central objective of the study the Defense Strategy for Space and how it can be implemented in order to enhance the missions of the Armed Forces, in the framework of the scenarios established in the Military Strategic Concept. The research adopted was based on inductive reasoning, supported by a qualitative research strategy and a case study research design. As data collection techniques, documentary analysis and semi-structured interviews were used. The main result is the proposal of strategic action lines, which aim at the operationalization of the Space as an operational domain, in a logic of national industry involvement, international cooperation and optimization of investment solutions in an effort based on knowledge and innovation. Additionally, a set of general guidelines applicable to a Concept of Employment was identified, which aims to operationalize the aforementioned Strategy in a swift manner.
