Abstract(s)
O tráfico de droga, que se desenvolve, com especial incidência, em várias Zonas Urbanas
Sensíveis de Lisboa, com um profundo impacto económico, social e criminal, trouxe uma
preocupação crescente de segurança, não só ao nível do negócio ilícito de droga em si, mas
também ao nível de fenómenos criminais conexos decorrentes da dependência e
comportamentos aditivos dos consumidores. A Polícia de Segurança Pública assume um
papel fundamental no combate a este fenómeno, fazendo-o, nomeadamente, através de
operações recorrentes e da atuação preventiva constante. No entanto, o tráfico subsiste e com
considerável visibilidade, sendo alvo de uma crescente preocupação. Das operações de
combate ao tráfico de droga resultam grandes apreensões e detenções. Posteriormente, tendo
em conta a dinâmica do tráfico de droga, o que se tem verificado é uma tendência de regresso
progressivo das redes criminosas aos locais intervencionados. O objetivo do presente estudo
exploratório, foi compreender o impacto que as operações policiais de combate ao tráfico de
droga têm nas áreas visadas, qual a atuação policial preconizada até à atualidade, qual a
atuação mais adequada e qual a forma mais apropriada de proceder após uma grande
operação de combate neste âmbito. Do trabalho realizado, concluiu-se que é necessário
repensar o modo de atuar da polícia face ao tráfico de droga, pois esta é uma criminalidade
que comporta enorme complexidade e é cada vez mais difícil o seu combate. No entanto,
para o controlo mais eficaz deste fenómeno criminal e com benefícios para o sentimento de
segurança, importa incidir constantemente neste flagelo, com policiamento de saturação em
conjugação com policiamento de proximidade, bem como a criação de um plano conjunto
com instituições governamentais e não governamentais, numa atuação mais integral e que
tenha em consideração a especificidade de cada Zona Urbana Sensível onde o tráfico de
droga é um problema que urge resolver.
Drug trafficking, which is particularly prevalent in several of Lisbon's Sensitive Urban Zones, with a profound economic, social and criminal impact, has brought growing security concerns, not only in terms of the illicit drug trade itself, but also in terms of related criminal phenomena stemming from addiction and addictive behaviour on the part of consumers. The Public Security Police play a fundamental role in combating this phenomenon, namely through recurring operations and constant preventive action. However, drug trafficking remains highly visible and is the subject of growing concern. Operations to combat drug trafficking result in major seizures and arrests. Subsequently, given the dynamics of drug trafficking, there has been a tendency for criminal networks to gradually return to the places that have been intervened. The aim of this exploratory study was to understand the impact that police operations to combat drug trafficking have on the areas they target, what police action has been recommended to date, what the most appropriate action is and what is the most appropriate way to proceed after a major combat operation in this area. From the work conducted, it was concluded that it is necessary to rethink the way police act in relation to drug trafficking, as this is a crime that involves enormous complexity and is increasingly difficult to combat. However, in order to control this criminal phenomenon more effectively and with benefits for the feeling of security, it is important to constantly focus on this scourge, with saturation policing in conjunction with neighbourhood policing, as well as the creation of a joint plan with governmental and non-governmental institutions, in a more integral approach that takes into account the specific nature of each Sensitive Urban Zone where drug trafficking is a problem that urgently needs to be resolved.
