Abstract(s)
Para contrariar os desafios impostos pelos diretos adversários, o Departamento de
Defesa dos Estados Unidos da América iniciou o desenvolvimento do conceito Joint AllDomain Command And Control. Pretende integrar as operações nos diferentes domínios,
através da conexão dos sistemas e sensores dos Ramos das Forças Armadas, numa rede
única. Esta tarefa foca-se na tecnologia para o tratamento e partilha de informação e rapidez
nos processos de decisão, na cadeia de Comando e Controlo.
Este conceito representa uma viragem na condução das operações militares do futuro,
pretendendo esta investigação avaliar a sua aplicação a nível nacional, na perspetiva das
componentes das capacidades Doutrina, Organização, Treino, Material, Liderança, Pessoal,
Infraestruturas e Interoperabilidade.
A investigação adotou o raciocínio indutivo, articulado numa investigação qualitativa
e pesquisa do tipo estudo de caso, onde se observaram dezassete entrevistas
semiestruturadas, conduzidas a especialistas, militares e civis, nacionais e estrangeiros.
O conceito é complexo, ainda em desenvolvimento, baseado em tecnologias
emergentes, algumas ainda experimentais, cuja implementação apresenta benefícios e
enormes desafios. A sua aplicação nas Forças Armadas Portuguesas poderá ser possível, de
forma gradual, conjunta, não sendo aplicável na sua totalidade, dependente dos recursos
disponíveis, adaptável e transversal aos órgãos e agências do Estado.
To counter the challenges posed by direct adversaries, the United States Department of Defense initiated the development of the Joint All-Domain Command and Control concept. It intends to integrate operations in different domains, through the connection of systems and sensors of the Armed Forces Branches, in a single network. This task focuses on technology for the processing and sharing of information, and to increase speed in decision-making processes in the Command and Control chain. This represents a turning point in the conduct of future military operations, and this investigation intends to evaluate its application at a national level, from the perspective of the components of the Doctrine, Organization, Training, Material, Leadership, Personnel, Infrastructure, and Interoperability capabilities. The investigation adopted inductive reasoning, articulated in a qualitative investigation and case study research, where seventeen semi-structured interviews were observed, conducted with specialists, military and civilian, national, and foreign. The concept is complex, in development, based on emerging technologies, some still experimental, whose implementation presents benefits and enormous challenges. Its application in the Portuguese Armed Forces may be possible, gradually, jointly, not being fully applicable, depending on available resources, adaptable and transversal to State bodies and agencies.
