Abstract(s)
A actividade policial não é somente o uso coercivo de meios sobre aqueles que praticam actos contrários ao que a lei estipula. A prevenção criminal torna-se cada vez mais determinante na vida social e policial traduzindo-se numa forma de policiar mais vigilante, tendo como objectivo a diminuição da criminalidade de massa, bem como da criminalidade violenta e grave.
A partilha de informação é um meio para atingir tal objectivo, i.e., é necessário que circule informação, para que a prevenção criminal seja eficaz e o trabalho policial melhore significativamente. Esta partilha deve envolver todas as valências da Polícia de Segurança Pública, sendo o Policiamento de Proximidade, devido às suas características de proximidade com o cidadão e, o Policiamento Orientado pelas Informações aqueles que mais a potenciam. Numa fase posterior à de prevenção, já numa fase de investigação, a Investigação Criminal beneficiaria com uma troca de informações efectiva, principalmente com os elementos do Policiamento de Proximidade, já que são estes os que estão sempre mais próximos das informações.
As informações devem orientar o policiamento. Devem, no entanto, ser objecto de um tratamento exaustivo após a sua recolha, pois nem todas têm relevância para a actividade policial. A partilha de informação deve ser sustentada por ferramentas que a facilitem.
Com este trabalho, pretendemos analisar a importância dessa partilha de informação para a actividade policial, bem como verificar da existência de ferramentas próprias que a potenciem.
Policing practices cannot only be limited to the coercive use of means that are implemented to enforce laws. Crime prevention whose goal is to reduce not only mass but also violent and major crimes is becoming more and more prominent in both social and police life. Thus it implies a more vigilant policing. Exchange of information is a measure of success. In other words, exchange of information from different sources can result in effective crime prevention and significantly improve policing practices. It should actively involve all the Public Security Policy, including Community Policing, which is based on “closeness” between police officers and citizens, and Intelligence-led Policing. Both reinforce crime prevention. In a posterior stage of prevention, during investigation, Criminal Investigation should benefit from effective information sharing, mainly with community policing as it is the main element to have access to these data. Information could guide policing. However it should be exhaustively processed after being collected as some of the information is critical to an investigation. Information sharing should be supported by tools that also make policing practices easier. The purpose of our work is to assess the importance of information sharing regarding policing practices and review the existing tools that enable it.
