Os crimes de rapto em Moçambique tornaram-se um problema alarmante nos últimos catorze
anos, especialmente em áreas urbanas como Maputo, Matola, Beira e Nampula, afetando
principalmente empresários e as suas famílias. Este fenómeno, frequentemente associado a
redes organizadas, tem gerado um impacto social e económico significativo, incluindo a fuga
de investidores e o aumento da sensação de insegurança na sociedade em geral. As
autoridades moçambicanas têm adotado medidas para mitigar o problema, como a criação
da brigada anti-raptos, anunciada em 2020. Adicionalmente, no âmbito da Polícia da
República de Moçambique (PRM), foram realizadas iniciativas como a formação de uma
força mista especializada, em 2021, treinada com o apoio de especialistas estrangeiros para
combater raptos, terrorismo e tráfico de drogas. Os desafios incluem a necessidade de maior
profissionalização das Forças e Serviços de Segurança (FSS), uma melhor cooperação
internacional e a implementação de políticas públicas integradas que enfrentem as causas
estruturais deste tipo de crime. A confiança da população e dos investidores depende da
capacidade do Governo para garantir a segurança e combater a impunidade em Moçambique.
Kidnapping and abduction offences in Mozambique have become an alarming problem in recent fourteen years, especially in urban areas such as Maputo, Matola, Beira and Nampula, mainly affecting businesspeople and their families. This phenomenon, often associated with organised networks, has generated a significant social and economic impact, including the flight of investors and an increased sense of insecurity in society in general. The Mozambican authorities have adopted measures to tackle the problem, such as the creation of the anti-kidnapping brigade, announced in 2020. Additionally, within the framework of the Police of the Republic of Mozambique (PRM), initiatives such as the formation of a specialised mixed force in 2021, trained with the support of foreign experts to combat kidnapping, terrorism and drug trafficking, have been carried out. The challenges include the need for greater professionalisation of the Security Forces and Services (FSS), better international cooperation and the implementation of integrated public policies that tackle the structural causes of this type of crime. The confidence of the population and investors depends on the government's ability to guarantee security and combat impunity in Mozambique.
