Abstract(s)
A presente dissertação tem como finalidade o estudo da Política Externa e de Segurança Comum da União Europeia (PESC) e a sua influência no panorama internacional no âmbito da promoção da paz e estabilização mundial. Numa época em que o poderio económico europeu é posto à prova com uma crise económico- financeira e política que teve os seus primeiros sintomas em 2008. A União Europeia, ao longo da sua história, sempre se afirmou no panorama internacional como um colosso económico, no entanto eventos recentes da história mundial, como a crise nos Balcãs no fim do século XX, vieram demonstrar que a
Europa precisava de uma política externa a uma só voz e, assim, afirmar-se como um importante ator político internacional.
Como objeto de estudo irá ser analisado o impacto que o conflito nos Balcãs teve na PESC da UE, com especial enfoque na área de estabilização destas regiões e na promoção do diálogo e da paz.
O eclodir de um conflito nos Balcãs Ocidentais, teve uma grande influência na própria União Europeia à data Comunidade Económica Europeia e no resto do continente europeu. A consequente intervenção europeia neste conflito e região teve um papel fundamental na projeção da UE, para outras regiões do mundo.
Num mundo cada vez mais global, e em que os atores principais, entendam-se os Estados, se unem em organizações regionais de forma a ter uma maior voz no mundo, a Europa precisa da PESC para assumir-se como um importante ator na cena internacional além do seu já reconhecido poder económico.
The present work serves to discuss the European Union Common Foreign and Security Policy (CFSP) and its influence in international peace-keeping and its role as a stabilizing force in world security. This at a juncture when European economic power is being put to the test by an economic and financial crisis that has lasted five years, having showed its first symptoms in 2008. During its history, the European Union has proven itself as an economic colossus in international relations. However, recent events in world history such as the crisis in the Western Balkans at the close of the 20th century, have given rise to a need for a single voice foreign policy, in order to take on a more lasting character as an important international political agent. As a case study, the impact of the Western Balkan conflict on the CFSP of EU will be the subject of this analysis, with an especial focus on the stability in this region and the promotion of peace along with political and economic dialogue. The outbreak of a conflict in the Western Balkans, had a great influence in the European Union itself, to date the European Economic Community, and in the rest of the european continent. The sequent european intervention in this conflict and region had a fundamental role in the EU projection to other regions of the world. In an increasingly globalized world whose main actors, the sovereign states, tend to unite in regional organizations in order to attain greater degrees of expression, Europe requires this CFSP to prove itself as a main motivational force in addition to its, already known, economic power.
