| dc.description.abstract | O mar apresenta-se como um espaço vital para o progresso global e bem-estar das populações, enfrentando várias ameaças à liberdade de navegação, à segurança das rotas marítimas e ao desenvolvimento económico mundial. A União Europeia desenvolveu o conceito de Presenças Marítimas Coordenadas, objeto de estudo desta investigação, um instrumento que contribui para o reforço do Conhecimento Situacional Marítimo, através da utilização de meios dos Estados-membros, que se encontram em trânsito ou operação nas áreas marítimas de interesse, para a condução de ações de vigilância e segurança marítima. Neste estudo, o investigador seguiu um raciocínio indutivo, utilizando uma estratégia de investigação qualitativa. O desenho de pesquisa adotado foi o estudo de caso, baseando-se a recolha de dados a partir da revisão da literatura e análise documental e na realização das entrevistas semiestruturadas a especialistas das temáticas abordadas. Desta investigação resultou que o Mediterrâneo poderá constituir-se uma potencial área de interesse marítimo para a aplicação do conceito de Presenças Marítimas Coordenadas, articulando a sua implementação com as missões de segurança marítima já existentes na região, e que partilham a mesma génese marítima securitária. Para a sua concretização, identificaram-se linhas de ação estratégica, que potenciam o modo de emprego focando a cooperação regional. | pt_PT |
| dc.description.abstract | The sea is a vital area for global progress and well-being of the people, but it faces various threats to freedom of navigation, the safety of sea routes and global economic development. The European Union has developed the concept of Coordinated Maritime Presences, the object of study of this research, an instrument that contributes to the strengthening of maritime situational knowledge, through the use of assets of the Member States, which are in transit or operation in the maritime areas of interest, for the conduct of maritime surveillance and safety actions. In this study, the researcher chose to follow an inductive reasoning, using a qualitative research strategy. The case study adopted was the research design, performing a data collection from the bibliographic, documentary analysis and the realization of semi-structured interviews with specialists in the area. This research has resulted in the Mediterranean being an area of maritime interest for the expansion of Coordinated Maritime Presences, articulating its implementation with maritime security missions already existing in the region, and sharing the same maritime security genesis. For its implementation, strategic lines of action have been identified, which enhance the mode of employment focusing on regional cooperation. | pt_PT |
