As sociedades contemporâneas enfrentam mudanças aceleradas, impulsionadas pela transformação digital e pela necessidade crescente de eficiência na gestão dos recursos disponíveis. No setor público, em particular na Administração Local, a digitalização constitui um desafio estratégico que implica não apenas a adoção de novas tecnologias, mas também mudanças organizacionais e culturais. A presente dissertação teve como objetivo analisar de que forma a implementação de um sistema de informação pode otimizar a gestão e a eficácia do Serviço de Segurança e Saúde no Trabalho (SST) do Município de Sines. Para tal, foi desenvolvido um estudo de caso que envolveu a caracterização dos procedimentos existentes, a identificação de fatores críticos de sucesso e a proposta, parametrização e avaliação de uma solução técnica adequada às necessidades identificadas. Os resultados evidenciam que a implementação do sistema contribuiu para a centralização e digitalização da informação, a redução de tarefas administrativas repetitivas, a melhoria da organização dos processos e a simplificação do acesso e controlo dos dados. A avaliação junto dos utilizadores revelou uma perceção globalmente positiva, salientando ganhos de eficiência, fiabilidade e apoio à tomada de decisão, apesar de algumas dificuldades iniciais de adaptação. Este trabalho reforça a importância da tecnologia como catalisador de modernização e eficiência na Administração Pública, demonstrando que soluções digitais, quando alinhadas com as necessidades reais dos serviços e acompanhadas de uma estratégia participativa, podem promover ganhos significativos de produtividade, transparência e qualidade.
Contemporary societies face accelerated changes driven by digital transformation and the growing need for efficiency in the management of available resources. In the public sector, particularly in Local Administration, digitalization represents a strategic challenge that requires not only the adoption of new technologies but also organizational and cultural changes. This dissertation aimed to analyze how the implementation of an information system can optimize the management and effectiveness of the Occupational Health and Safety (OHS) service of the Municipality of Sines. To this end, a case study was conducted that involved the characterization of existing procedures, the identification of critical success factors, and the proposal, configuration, and evaluation of a technical solution tailored to the identified needs. The results show that the implementation of the system contributed to the centralization and digitalization of information, the reduction of repetitive administrative tasks, the improvement of process organization, and the simplification of data access and control. The evaluation carried out with users revealed an overall positive perception, highlighting gains in efficiency, reliability, and decision-making support, despite some initial adaptation difficulties. This work reinforces the importance of technology as a catalyst for modernization and efficiency in Public Administration, demonstrating that digital solutions, when aligned with the real needs of services and supported by a participatory strategy, can generate significant gains in productivity, transparency, and quality.
