Abstract(s)
O objeto de estudo é o uso da Simulação na preparação de comandantes de nível
estratégico e operacional nas Forças Armadas portuguesas. A investigação, empírica e
descritiva, com raciocínio dedutivo suportado numa metodologia mista e com um desenho
de pesquiza de estudo de caso, permitiu criar um modelo, enquanto conjunto de ações, que
promova o uso da simulação através das seguintes ações:
- Promover a divulgação do wargaming como ferramenta de ensino e treino na
estrutura superior das FFAA;
- Integrar a simulação não construtiva e o wargaming como modalidades do processo
ensino-aprendizagem do IUM, nomeadamente nas vertentes do ensino Teórico-Prático e
Prático e Laboratorial.
- No CPOG, integrar o uso progressivo e continuado da simulação ao longo de toda a
fase presencial alargando o número de exercícios na Unidade Curricular de Planeamento
Estratégico Militar, e introduzindo-os na Unidade Curricular de Estratégia, Segurança e
Defesa Nacional.
- Criar um departamento de wargaming no IUM, tendencialmente com capacidade
autónoma de wargame design para apoio á realização de exercícios para o Curso de
Promoção a Oficial General e Curso de Estado-Maior Conjunto, por esta ordem, em parceria
com outras instituições da Defesa e universidades, que se constituam em Community of
Practice.
The purpose of the research is the use of Simulation in the preparation of strategic and operational level commanders in the Portuguese Armed Forces. The empirical and descriptive research, with deductive reasoning supported by a mixed methodology and with a case study research design, allowed the creation of a model, as a set of actions, that promotes the use of simulation through the following actions: - Promote the dissemination of wargaming as an education and training tool in the higher structure of the Armed Forces; - Integrate non-constructive simulation and wargaming as modalities of the teachinglearning process at IUM, namely in terms of Theoretical-Practical and Practical and Laboratory teaching. - In the Flag Officer Promotion Course, integrate the progressive and continued use of simulation throughout the face-to-face phase, expanding the number of exercises in the Military Strategic Planning Curricular Unit, and introducing them in the Strategy, Security and National Defence Curricular Unit. - Create a wargaming department at the IUM, tending to have an autonomous capacity for wargame design to support exercises for the Flag Officer Promotion Course and Joint Staff Course, by this order, in partnership with other defence institutions and universities, which may constitute a Community of Practice
