Este trabalho apresenta como tema “O Teatro de Operações da República Centro-Africana – Atual Ambiente Operacional”, um assunto de relevância para o Exército Português à luz do seu recente empenhamento com uma Força Nacional Destacada integrada numa Missão da Organização das Nações Unidas.
O objetivo principal é analisar o atual ambiente operacional e caraterizar a ameaça presente no Teatro de Operações da República Centro-Africana. Para esta análise recorre-se ao estudo das variáveis operacionais (Política, Militar, Economia, Social, Informação, Infraestruturas e Ambiente Físico), e à utilização da ferramenta de apoio ao planeamento – “visualização”, que permite entender, desenvolver e descrever problemas complexos e mal estruturados, por forma a realizar abordagens adequadas para a sua resolução.
Inicialmente, apresenta-se o enquadramento histórico da região atualmente conhecida como República Centro-Africana, desde o início do século XXI até aos acontecimentos recentes de 2017, seguidamente, carateriza-se o Teatro de Operações de acordo com cada uma das variáveis operacionais e, por último, elabora-se a avaliação da ameaça, através da caraterização dos atores mais relevantes.
Nas conclusões, identifica-se o problema operacional que se traduz na ineficácia do governo em garantir segurança, justiça e bem-estar na República Centro-Africana, o que se manifesta na proliferação dos grupos armados. Abstract: This work paper presents the theme “The Central African Republic Theater of Operations – The Present Operational Environment “, as a subject of interest to the Portuguese Army, due to the recent engagement of a National Detached Force integrated in a United Nations Mission.
The main purpose is to analyze the Present Operational Environment in the Central African Republic. We studied the operational variables (Political, Military, Economy, Social, Information, Infrastructure and Physical Environment) and applied a planning support tool – US Army Design Methodology, that enables to understand, developed and describe complex and poorly structured problems, so that adequate approaches can be performed for its resolution.
Initially, we present the historical background of the region known today as Central African Republic, since the beginning of the 21st century until the recent events of 2017, secondly, the Theater of Operations is categorized accordingly to each of the operational variables, and finally, a threat assessment is accomplished, through the characterization of the more relevant actors.
In the conclusions, the operational problem is identified as the ineffectiveness of the government to ensure safety, security, justice and welfare in the Central African Republic, which manifests in the proliferation of armed groups.
