| dc.description.abstract | Na sociedade moderna, a criminalidade, de uma forma geral, está mais organizada e mais violenta, atacando de forma severa as pessoas, bem como os diversos pilares de um estado de direito democrático. Desta forma, o público tem no seu quotidiano e nas mais variadas circunstâncias, conhecimento que crimes ocorridos, estão a ser investigados pelos demais Órgãos de Polícia Criminal, o que não raras vezes suscita uma ampla confusão no pensamento das pessoas, porquanto hoje é a vez da GNR, amanhã da PSP e depois de amanhã, da PJ. Contudo, do exposto no último parágrafo, entende-se que, embora subliminarmente, existirão rivalidades entre as várias polícias, o que, se bem aproveitadas poderiam ser benéficas para a sociedade. Nesse sentido é necessário entender o que é um Órgão de Polícia Criminal, altamente vocacionado para a Segurança do Cidadão, como é o caso da GNR e PSP, com competências mais restritas a nível de investigação criminal, e um Órgão de Polícia Criminal, a PJ, completamente direcionado para a Investigação criminal, com competências mais “residuais” no que a segurança interna diz respeito. Veremos que as três maiores polícias em Portugal, são diferentes nas suas tradições, génese e missões, pese embora, por serem Órgãos de Polícia Criminal, sejam muitas vezes comparadas. Ora, neste trabalho pretendemos, tanto quanto possível, mostrar a história da criação das três maiores polícias em Portugal, bem como explicar dois conceitos na área policial, concretamente Prevenção e Investigação Criminal, que, embora conexos, são diferentes no seu conteúdo, motivo pelo qual, devem ser encarados de maneira diferente, e tratados dessa mesma forma. Atingindo o escopo de tais objetivos, e através de um questionário, auscultar-se-ão os investigadores criminais das três forças e serviços de segurança, por forma a ficarmos com uma perceção da sua visão sobre o atual modelo de investigação criminal em Portugal, tentando, portanto, daí retirar as necessárias conclusões para melhor identificarmos uma eventual necessidade, ou não, de alterar o mesmo. | por |
| dc.description.abstract | In the modern society, criminality, generally speaking, is more organized and violent, attacking people severely, as well as the foundations of a law democratic state. This way, the public takes, in the most varied circumstances, such as a “coffee chat” or through the media, knowledge that crimes that occurred, are being investigated by different law enforcement agencies, which most of the times generates a wild confusion in people’s thoughts, because today is GNR’s time, tomorrow is PSP’s, and the day after is PJ. Therefore, from the shown in the last paragraph, it’s understood, although subliminally, that there will be a rivalry between the different agencies, which, if well leveraged, can be beneficial to society. In this sense it is necessary to understand what is a Law Enforcement Agency, highly geared towards the safety of the Citizen, as is the case of the GNR and PSP, with powers more restricted regarding criminal investigation and a Law Enforcement Agency, PJ, completely oriented to the criminal investigation, with more residual skills, regarding homeland security concerns. We will see that the three largest police in Portugal, are different in their traditions, genesis and missions, although, because they are Law Enforcement Agencies, are often compared. Now, with this work we intend to, as much as possible, show what is behind the creation of these three law enforcement agencies, as well as explain two concepts amongst police, Criminal Prevention and Criminal Investigation, that while related, are different in content, reason why they must be seen differently, and treated that way. Reaching these goals, and through a questionnaire, criminal investigators from the three major law enforcement agencies in Portugal will be auscultated, so that we can have a better perception of their view, regarding the actual police action model, and therefore try to take some conclusions, to identify the eventual need to change of the current model. | por |
