Abstract(s)
A Polícia de Segurança Pública (PSP) desempenha um papel preponderante no panorama securitário nacional. Para prosseguir a sua missão e atribuições, a instituição dispõe de uma panóplia de subunidades policiais, sejam elas de competência territorial ou específica. Hodiernamente, a PSP desenvolve o seu policiamento assente no paradigma das denominadas Esquadras de bairro, conferindo um caráter de proximidade entre a polícia e a comunidade. Contudo, fatores internos e externos à Instituição têm despertado a necessidade de se repensar o atual número de subunidades, no intuito de se encontrarem alternativas que, numa ótica economicista e de racionalização de recursos, e sem comprometer a atuação policial, permitam tornar a PSP mais eficiente. Nesta senda, o presente estudo tem como objetivo geral propor uma possível reestruturação ao nível das Divisões e Esquadras integradas de competência territorial do Comando Metropolitano de Polícia de Lisboa. Para tal recorreu-se ao método qualitativo, tendo sido realizadas entrevistas semiestruturadas a profissionais policiais e não policias que desempenham, ou já desempenharam, funções que estão diretamente relacionadas com a nossa investigação, o que os torna fontes de informação privilegiada. Efetuada a análise de conteúdo das respostas dos entrevistados foi possível aferir que o atual número de Divisões Policiais e Esquadras é excessivo, tendo sido, com base nos critérios identificados pelos participantes, proposta uma possível reestruturação destas subunidades que permite alocar um maior número de polícias para funções operacionais como o patrulhamento.
The Public Security Police (PSP) plays a leading role in the national security perspective. In order to continue its mission and duties, the institution has a range of police subunits, whether territorial or specific. Nowadays, the PSP develops its policing based on the paradigm of the so-called neighborhood police stations, affording a feature of proximity between the police and the community. However, internal and external factors to the Institution have encouraged the need to rethink the current number of subunits, in order to find alternatives that, from an economic and resource rationale angle, and without compromising police action, make PSP more effective and efficient. Thus, the present study has as its general objective to offer a possibility of restructuring the Integrated Divisions and Squadrons of territorial competence of the Metropolitan Police Command of Lisbon. Therefore, the qualitative method was used, with semi-structured interviews being conducted with police and non-police professionals who perform, or have already performed, functions that are directly related to our investigation, which makes them sources of credible and privileged information. After analyzing the respondents' answers, it was possible to verify that the current number of Police Divisions and Police Departments is excessive, and based on the criteria identified by the participants, a possible restructuring of these subunits was offered, allowing a greater number of police officers to be allocated to operational functions such as patrolling.
