Abstract(s)
A criação de uma força policial especializada na protecção da natureza e do ambiente na Guarda nacional Republicana (GNR), deu início a uma nova fase no combate às agressões ambientais em Portugal. Assim tornou-se pertinente estudar “A importância do Serviço de Protecção da Natureza e do Ambiente (SEPNA) no âmbito da Preservação do Ambiente”. Visto este tema ser demasiado abrangente, formulou-se o seguinte problema: “ O SEPNA tem vindo a corresponder às expectativas de uma população cada vez mais consciencializada com a defesa e protecção do meio ambiente?”. Com o presente trabalho pretende-se analisar a evolução da actividade operacional desta Força, analisar a sua capacidade de actuação, determinar a relevância do seu trabalho, averiguar qual a importância que a sociedade civil lhe atribui, verificar se tem uma boa divulgação junto da população e ainda se a falta de meios tem limitado a sua actividade operacional. A recolha de dados para a prossecução dos objectivos propostos teve por base a análise documental, relativa à evolução da actividade operacional do SEPNA; e ainda a realização de um conjunto de inquéritos por questionário a cidadãos que contactaram a linha SOS Ambiente e Território e entrevistas semi-directivas a entidades do panorama ambiental nacional. Após o tratamento dos dados conclui-se que o SEPNA tem realizado um importante trabalho a nível nacional e que a população vê neste serviço uma força capaz de atender às suas preocupações. Porém, ainda subsistem algumas lacunas, nomeadamente, a falta de meios humanos e materiais e a insuficiente divulgação deste serviço.
Abstract The creation of a specialized police force for the protection of nature and the environment in Guarda Nacional Republicana (GNR), gives the beginning of a new phase to combat environmental attacks in Portugal. Thus it is important to study: “The importance of the Service for the Protection of nature and the environment (SEPNA) within the preservation of the environment”. Since this subject is very wide, I have restricted this study to: “The SEPNA has to match the expectations of a population increasingly aware of the need for the defense and protection of the environment” Thus, this work will analyze the developments in operational activity of this Force, analyze their ability to act and determine the relevance of their work, find out the importance that civil society gives to this Service and verify if there is good support to the population and if the lack of resources has limited their operational activity. The data collection for these objectives is conducted through documentary analysis about the development of the operational activity of SEPNA, and also, the completion of a series of surveys by questionnaire to citizens who contacted the SOS line Environment and Territory and semi-direct interviews with entities of the national environmental scene. After processing the data, we concluded that SEPNA has done important work in Portugal and that the population sees in this service a force able to meet their concerns. However, there are still significant shortcomings, such as, lack of human and material resources and the inadequate promotion of this service.
