Na conjuntura atual a criminalidade deixou de ser previsível e orientada para certos
fenómenos criminais, a imprevisibilidade destas ameaças à segurança interna aliada, à permeabilidade das fronteiras nacionais, à sofisticação e capacidade de organização dos grupos e agentes criminosos, permitem uma livre circulação dos agentes e grupos criminosos que operam em território nacional. Todos estes fatores tornam a cooperação entre a GNR e o SIS, importante no combate à criminalidade. Apesar de as competências e atividades do SIS e da GNR serem diferentes, os seus objetivos são complementares ou semelhantes. A potenciação desta cooperação vai depender do interesse e capacidade de cada instituição, pois cada instituição deve fomentar uma cultura de partilha de Informações.
A presente investigação iniciou-se com uma introdução ao trabalho desenvolvido,
seguido de um enquadramento teórico, através da pesquisa bibliográfica efetuada com incidência em obras e trabalhos alusivos ao tema em análise. A investigação de campo teve por base a recolha de dados, através da aplicação de entrevistas. De seguida foi realizada a análise e discussão dos resultados obtidos com as entrevistas, o que permitiu verificar ou refutar as hipóteses estabelecidas no início do trabalho, e responder às perguntas de partida e perguntas derivadas. Através das conclusões foi possível extrair algumas reflexões acerca da cooperação entre a GNR e o SIS.
Conclui-se que a cooperação entre a GNR e o SIS desenvolve-se atualmente de uma
forma eficaz, muito fruto do esforço que é feito por estas instituições em reforçar as ligações entre si. O papel do SGSSI como pedra angular na coordenação e cooperação entre as FFSS e o SIRP, a criação e implementação da PIIC, que vai facilitar a partilha de informação entre forças de segurança e a criação das equipas mistas de investigação, mostram o empenho que as FFSS têm em cooperar entre si. Os órgãos, institucionalizados, como o GCS e a UCAT, possibilitam a intervenção dos vários responsáveis das FFSS, e possibilitam a criação de relações informais.
Apesar dos órgãos institucionalizados de cooperação funcionarem eficazmente, as
ligações informais estabelecidas entre os membros das FFSS, são as ligações mais importantes e potenciam a cooperação e partilha de Informações.
Abstract Nowadays criminality stopped being predictable and oriented to certain criminal phenomena, the unpredictability of this threats plus the lack of borders control, the better organization of criminals and criminal groups allows them to freely operate inside Portugal's borders. All of these factors make the cooperation between GNR and SIS an important tool in the fight against criminality. The current investigation started with an introduction to the current thesis, followed by a bibliographic review focused on works and articles that had to do with the thesis subject. The field work focused on interviews. After the interviews were made, they were analysed and treated so they could answer to the thesis main question and secondary questions, and to prove the formulated hypotheses. With the conclusions it was able to extract certain reflections about the cooperation between GNR and SIS. The cooperation between GNR and SIS currently develops in an effective way, as a result of the efforts made by these institutions concerning the bonding of affiliations between them. The role of the SGSSI has a link that promotes coordination and cooperation between the FFSS and SIRP, the creation and implementation of the PIIC, that will favour the intelligence sharing between security forces and the creation of investigation task forces show the effort that the FFSS do to promote cooperation. The cooperation's structures, like GCS and UCAT that enable the intervention of the various members responsible for each FFSS, are also the enhancers for the creation of informal relations between their members. Despite the cooperation in the GCS and UCAT function effectively, the most effective relations are the ones established informally, and are the ones that reinforce cooperation and Intelligence sharing.
