| dc.description.abstract | A Guarda Nacional Republicana, através do SEPNA tem na sua missão a componente da proteção da natureza e do ambiente, enquanto polícia ambiental com competência de âmbito nacional. Sendo uma área de elevada preocupação na agenda política internacional e nacional atual, a Guarda tem orientado a sua estratégia para cumprir os objetivos da política de combate às agressões ambientais. O Objetivo Geral deste Trabalho de Investigação Individual consiste em analisar o papel da GNR enquanto polícia ambiental, com responsabilidades na proteção da natureza e do ambiente. A metodologia utilizada foi o raciocínio indutivo, com estratégia de investigação qualitativa e estudo de caso. A recolha de dados consistiu na análise documental e de entrevistas semiestruturadas a entidades de reconhecido mérito. A investigação identificou a existência de legislação complexa e ineficaz, a necessidade de melhorar a organização para a coordenação criminal, de melhorar o parque de viaturas, a coordenação com autoridades administrativas e judiciais, aumentar os recursos humanos e materiais. São ainda apresentadas propostas que visam reforçar o apoio à tomada de decisão e apresentadas recomendações para a GNR melhorar no objetivo estratégico de proteção da natureza e do ambiente. | pt_PT |
| dc.description.abstract | The National Republican Guard, through SEPNA, has assigned in its mission the component of the protection of nature and environment, being the environmental police with national competence. Being an area of high concern in the current international and national political agenda, the GNR has been modelling its strategy to fulfil the goals regarding the policy to fight environmental aggressions. The main objective of the study is to analyse the role of GNR as environmental police, with responsibilities in the protection of nature and the environment. The methodology applied was inductive reasoning, based on a qualitative research strategy and a case study. The data collected was obtained through document analysis and by conducting semi-structured interviews to entities of recognised merit who, due to their qualifications and the position they hold, have in-depth knowledge of the subject. The research identified the existence of complex and ineffective legislation the need to improve the organization’s criminal coordination, to improve the vehicle fleet, the coordination with administrative and judicial authorities, and to increase human and material resources. Proposals are also presented to strengthen the support given to decision making and improvements are introduced so that GNR can improve in its strategy for the protection of nature and the environment. | pt_PT |
