O presente trabalho de investigação centra-se na formação ministrada pela Polícia de Segurança Pública ao agente não investigador para a realização de uma correta gestão do local do crime/abordagem inicial. A formação no âmbito da investigação criminal, no seio da Polícia de Segurança Pública, é essencialmente voltada para os agentes que são/serão investigadores criminais, agentes estes que frequentam um curso específico – Curso de Investigação Criminal – e também formação específica no âmbito da atividade da polícia técnica de gestão do local do crime, e que, por tal motivo, têm, ou é suposto terem, boa formação nesta matéria. Quanto à formação dos agentes não investigadores, com competências policiais genéricas, ela não é sistemática nem contínua, pelo que é pertinente questionar o nível de preparação destes agentes para a gestão inicial dos locais de crime. Estes agentes são, na maior parte dos casos, o polícia que não é investigador criminal e que poderá ser, por exemplo, o polícia do carro patrulha, a quem é transmitida a ocorrência e solicitada a deslocação ao local. O objetivo geral do presente estudo foi saber se a Polícia de Segurança Pública disponibiliza formação adequada aos seus agentes não investigadores para que estes possam desempenhar adequadamente a missão de abordagem inicial ao local do crime. Em termos de método foi aplicado um inquérito por questionário a uma amostra representativa do efetivo policial do Comando Metropolitano de Lisboa, excluindo os agentes policiais pertencentes à Divisão de Investigação Criminal e à Divisão de Trânsito. Concluiu-se que os agentes não investigadores das Divisões Policiais de competência genérica do Comando Metropolitano de Lisboa se sentem bastante preparados para realizarem corretamente a abordagem inicial ao local do crime; demonstram estar maioritariamente preparados para a abordagem inicial ao local do crime; e, não se vislumbra diferença de nível de formação contínua em abordagem inicial ao local do crime entre as várias Divisões Policiais de competência genérica do Comando Metropolitano de Lisboa.
The present investigation focuses on the training given by the Public Security Police to the non-criminal investigator police officer to carry out a correct management of the crime scene/initial approach. Criminal investigations training within the Public Security Police is essentially directed at those who are/will be criminal investigators, police officers who are attending a specific course − Criminal Investigation Course − as well as specific training in the area of technical police activity in the management of the crime scene, which are therefore, or are supposed to have, a good training in this area. Regarding the training of first responder with generic police powers, it is neither systematic nor continuous, so it is pertinent to question their level of preparation for the initial management of crime scenes. In most of cases, this police officer is not a criminal investigator and he could be, for example, the police officer of the patrol car, to whom the incident is transmitted and requested to be taken to the scene. The overall objective of the present study was to know whether the Public Security Police provides adequate training to its first responder so that they can adequately carry out the initial approach mission to the crime scene. In terms of method, a questionnaire survey was applied to a representative sample of the police force of the Metropolitan Command of Lisbon excluding police officers belonging to the Criminal Investigation Division and the Traffic Division. It was concluded that the first responder of the Police Divisions with generic competence of Metropolitan Command of the Lisbon feel quite prepared to correctly carry out the initial approach to the crime scene; demonstrate that they are mostly prepared for the initial approach to the crime scene; and there is no discernible difference in the level of continuous training in the initial approach to the crime scene between the various Police Divisions of generic competence of the Metropolitan Command of Lisbon.
