Abstract(s)
A Contratação Pública, constitui-se atualmente como uma ferramenta essencial para
o controlo eficiente e rigoroso da despesa pública. Neste sentido, a presente investigação tem
por objetivo principal analisar o critério de adjudicação mais eficiente para os processos
contratuais realizados pela Marinha, através de um modelo multicritério de avaliação de
propostas.
Por forma a compreender os fatores com maior relevância para a determinação da
proposta contratual ideal e, proceder à definição de um modelo matemático que considere
as preferências dos Decisores Finais para a avaliação dos contratos a realizar, foi elaborado
um estudo de caso relativo à contratação de serviços de manutenção por parte da Marinha.
Para efetuar a avaliação dos fornecedores foi criado um modelo, que tem por base o
método Fuzzy Analytic Hierarchy Process, que, através da edificação de uma estrutura
hierárquica visa a comparabilidade dos fatores e subfatores. Esta estrutura foi enriquecida
com os dados obtidos nos questionários submetidos a peritos da contratação pública. Após
esta classificação, foi implementado o método TOPSIS, que permite a formulação da
proposta ideal a contratar e através desta a definição da proposta economicamente mais
vantajosa.
Verificou-se que, no âmbito da contratação de serviços de manutenção, os fatores
mais relevantes para a avaliação de propostas contratuais, são o fator custo e o fator serviço
e, o critério de adjudicação do preço mais baixo, constitui-se como a escolha mais eficiente
para a avaliação de propostas.
O modelo proposto e ferramenta informática desenvolvida permitem sustentar a
tomada de decisão e apoiar a concretização do processo de contratação pública em distintas
fases, desde a avaliação de fornecedores, definição de critérios de contratação e posterior
avaliação de propostas, tornando o processo mais transparente e eficiente.
Public Procurement is currently an essential tool for the efficient and rigorous control of public expenses. In this sense, the main objective of this research is to analyse the most efficient award criteria for the procurement processes carried out by the Navy, through a multicriteria model of bids analysis. In order to understand the most relevant factors for determining the ideal procurement proposal and to define a mathematical model that considers the preferences of the Final Decision-makers when evaluating the contracts to be executed, a case study was carried out on the procurement of maintenance services by the Navy. To evaluate suppliers, a model was created based on the Fuzzy Analytic Hierarchy Process method which, through the construction of a hierarchical structure, aims for the comparability of factors and sub-factors. This structure was enhanced with the data obtained from the surveys sent to experts in public procurement. After this classification, the TOPSIS method was implemented, which enables the formulation of the optimal proposal to be contracted and through this the definition of the most economically advantageous bid. It was verified that, in the context of maintenance services procurement, the most relevant factors for the evaluation of contractual proposals are the cost factor and the service factor, while the award criteria of lowest price is the most efficient choice for the proposals evaluation. The model proposed and the computer tool developed enable decision making and support the implementation of the public procurement process in different stages, from supplier evaluation, definition of procurement criteria and subsequent tender evaluation, making the process more transparent and efficient
