Abstract(s)
A presente investigação tem por objectivo analisar a relação entre a Polícia de Segurança Pública (PSP) e o desenvolvimento do sector do turismo, nomeadamente no que diz respeito ao paradigma da proximidade no acolhimento ao turista, partindo do caso concreto da cidade do Porto e, em particular, da Esquadra de Turismo do Comando Metropolitano do Porto (ETP). Como ponto de partida, concretiza-se uma análise do sector do turismo, no âmbito internacional, nacional, regional e da cidade do Porto. Posteriormente, esclarece-se o posicionamento da PSP perante o fenómeno turístico na cidade. A metodologia da investigação envolve uma componente teórica, onde se adopta um método descritivo/expositivo, e uma componente prática, na qual se procede à realização de um inquérito, concebido através da aplicação de um questionário a turistas estrangeiros em visita à cidade do Porto. A aplicação do questionário permite diagnosticar o policiamento direccionado ao turista na ETP, avaliar o sentimento de segurança percepcionado pelos turistas, perscrutar hiatos existentes neste tipo de policiamento e propor medidas que reforcem o carácter proactivo do mesmo. Apesar da actual conjuntura de elevada incerteza económica a nível nacional e internacional, o sector do turismo tem demonstrado a sua resiliência, alicerçada num crescimento forte e sustentado. Neste contexto, a PSP apresenta-se como um dos organismos públicos responsáveis pela construção, defesa e transmissão do sentimento de segurança percepcionado pelos turistas estrangeiros que elegem a cidade do Porto como destino turístico. Da análise dos resultados obtidos da aplicação do questionário pode-se concluir que: uma presença policial constante nos pontos de maior afluência/presença de turistas potencia o seu sentimento de segurança; o sentimento de segurança percepcionado pelo turista aquando da sua visita à cidade do Porto é positivo, considerando-a um destino turístico seguro; a segurança constitui-se como um factor preponderante na escolha do destino; após a sua visita à cidade do Porto, o turista avalia o serviço proporcionado pela ETP como actual, presente e prestável, contribuindo sobremaneira para a divulgação de uma imagem positiva e acolhedora da PSP e do Porto.
This research aims to analyze the relationship between the PSP (Polícia de Segurança Pública) and the development of the tourism sector, mainly with regard to the paradigm of the host proximity to the tourist, from the specific case of Oporto city and, in particular, the ETP (Esquadra de Turismo do Comando Metropolitano do Porto). As a starting point, it is performed an analysis of the tourism sector in the following slopes: international, national, regional and city of Oporto. Then, the PSP positioning before the phenomenon of tourism in the city is enlightened. The research methodology involves a theoretical component, which adopts a descriptive/expository method, and a practical component in which it a survey is constructed, designed by the application of a questionnaire to foreign tourists visiting the city of Oporto. The questionnaire allows diagnosing policing provided to the tourist by the ETP, evaluating the sense of security perceived by tourists, peering existing gaps in this type of policing and proposing measures to enhance the proactive nature of it. Despite the current high national and international economic uncertain reality, the tourism sector has shown its resilience, underpinned by a strong and sustained growth. In this context, the PSP presents itself as one of the public bodies responsible for the construction, defense and transmission of the sense of security perceived by foreign tourists who choose the city of Oporto as their tourist destination. The results arising from the application of the questionnaire prove that: a constant police presence in the main points for tourism enhances tourist perceived sense of security; the sense of security perceived by tourists during their visit to the city of Oporto is positive, considering it as a safe tourist destination; security is a key factor in choosing a destination; after his visit to the city of Oporto, the tourist evaluates the service provided by the ETP as current, present and helpful, and considers that the result of ETP performance contributes to the dissemination of a positive and welcoming image of the PSP and the city of Oporto.
