Abstract(s)
A redução das emissões de gases de efeito de estufa vem sendo um desígnio da União Europeia
e, consequentemente, de Portugal. Para a alcançar, a União Europeia, entre outras
medidas, tem adotado regulamentação com vista a promover a redução do consumo energético
dos edifícios e a utilização de fontes de energia renováveis. A conjugação destes dois
fatores está na génese do conceito de “edifício com necessidades quase nulas de energia”
(nZEB) exarado na Diretiva 2010/31/UE, de 19 de maio de 2010, que preconiza a máxima
redução das necessidades energéticas e a cobertura do remanescente por fontes renováveis.
O objetivo do presente trabalho consiste em apresentar um estudo preliminar de melhoria do
desempenho energético do edifício dos Paços do Concelho de Alenquer, construído segundo
o sistema construtivo pombalino e foi erguido e inaugurado no final do século XIX. A concretização
deste objetivo inclui duas fases ou etapas. A primeira etapa consiste em identificar,
essencialmente para a tipologia do edifício em estudo e para Portugal, a legislação aplicável
e as recomendações/resultados obtidos em projetos que visaram o estudo e a implementação
do conceito nZEB na União Europeia. A fase seguinte passa pela caracterização do edifício e
pela apreciação da aplicabilidade das medidas de melhoria obtidas nos projetos no edifício
em questão.
Do trabalho realizado conclui-se que, pese embora as condicionantes existentes ao nível do
seu valor arquitetónico, do seu sistema construtivo e do tipo de utilização, é viável implementar
melhorias no desempenho do edifício dos Paços do Concelho de Alenquer sem o descaracterizar
e proporcionando economias no consumo de energia e maior conforto aos utilizadores.
No entanto, a implementação das medidas preconizadas não garante a obtenção de um edifício
nZEB, sendo para tal necessário um estudo mais aprofundado, visando a otimização do
desempenho energético de todas as variáveis que influenciam o desempenho do edifício no
seu todo e a avaliação da possibilidade de implementação de fontes de energia renováveis.
The reduction of greenhouse gas emissions has been a goal of the European Union and, consequently, of Portugal. To achieve this, the European Union, among other measures, has adopted regulations to promote the reduction of the energy consumption of buildings and foster the use of renewable energy sources. The combination of these two factors is at the heart of the concept of "nearly zero-energy building" (nZEB) in Directive 2010/31/EU of 19 May 2010, which calls for maximum reduction of energy needs and coverage of the remainder from renewable sources. The objective of the present study is to carry out a preliminary study to improve the energy performance at the Paços do Concelho de Alenquer building, which was built according to the pombaline construction system. The building was built and inaugurated at the end of the 19th century. The realization of this objective includes two phases or stages. The first stage is to identify, essentially for the typology of the building under study and as for Portugal, the applicable legislation and the recommendations/results obtained in projects regarding the study and the implementation of the nZEB concept in the European Union. The next phase involves the characterization of the building and to evaluate the application of improvement measures obtained in the projects of the building in question. It is concluded that, despite the existing constraints on its architectural value, its construction system and the type of use, it is feasible to implement improvements in the performance of the Paços do Concelho de Alenquer building, without decharacterizing it and providing savings on energy consumption and enhance user comfort. However, the implementation of the recommended measures does not guarantee the achievement of a nZEB building, for which a more in-depth study is required, aiming at the optimization of the energy performance of all the variables that influence the performance of the building as a whole and the evaluation of the possible implementation of renewable energy sources.
